This evening, very simple agenda, but are there any changes by fellow Commissioners? 00:00:53
Any changes by staff? 00:00:59
Jonathan, No, Sir. OK, thank you. With that said, is there a motion to approve the agenda is presented this evening, so moved. 00:01:02
Have a motion and 2nd a discussion on the motion in the second. 00:01:10
To be done, fish, Richardson wrote. Yes, it is approved. 00:01:14
So we'll go ahead and move on to our action items. At this time, I need a motion to convenience a canvassing board, please moved. 00:01:21
The motion. The second thing Discussion on the motion in the second. 00:01:28
To be known, Mr. Rich, in your vote, Mr. Bizzell. Your vote, Mr. Sparked in your vote. Yes. Move on to item four. It's a canvas of 00:01:32
the 2024 primary election. We've got our Bureau of Election ministry here, Miss Candice Teague. 00:01:39
Good evening Chairman and Commissioners. I'm here before you today to present the election results of the 2024 primary election 00:01:51
that was held in Valencia County on June 4th, 2024. Before I get to the numbers, I know you guys probably all want to get out of 00:01:58
here, but I would greatly appreciate the opportunity to publicly thank the departments and the county employees. Although the 00:02:06
current comment we keep hearing over and over is that voter turn out was low. 00:02:13
I don't want this to over shadow the fact that. 00:02:21
I'm not getting audio. Let me check on this. 00:02:41
All right, let me go back in and make sure it's broadcasting Facebook. 00:04:12
Thank you. 00:04:21
He had said all over again. 00:04:24
For real. 00:04:27
We'll start with the pledge. 00:04:30
Thank you, professor. Appreciate you. 00:04:33
Well. 00:04:44
OK. If you guys can speak, see if I can hear you. 00:05:00
Test, test. 00:05:02
Test, test. 00:05:07
Test, test. 00:05:17
Test. 00:05:27
Everything was. 00:05:40
Everywhere in this room today, the microphones are everywhere. I don't know why. OK, I'm getting you guys good now. Sorry for 00:05:41
that. OK, perfect. OK, you should be good to go now. It's on Facebook. And thank you very much. OK, go ahead, Candice. You're 00:05:48
fine. So first, I'd like to thank the county clerk's office, Cheryl, Jessica, Sarah and Mario, the Bureau of Elections, Haley and 00:05:54
Paul. 00:06:01
I would normally think the office as a whole. 00:06:09
And despite the low voter turn out, I just think it's really important that everyone knows that the administration preparation and 00:06:13
execution of election remains the same and it couldn't be done without this team this. 00:06:18
They made it happen. Of course I'd like to thank the poll officials. Without them, having multiple voting sites wouldn't even be 00:06:25
possible. 00:06:29
I want to thank the IT department. Our office is short staffed. We were able to. 00:06:35
Tessa, Roby, Matthew and Zach went above and beyond for our for our office. They even attended election school, got certified on 00:06:41
voting machines, helped logic and accuracy testing as long as long as as well as the certification of the voting machines. 00:06:49
They really put their jobs to the wayside and did what was best for the residents of Valencia County. 00:06:58
Right up front and I can't thank them enough. Our safety and compliance manager, Gabe Luna, became a big part of the process as 00:07:04
well. He even taught a de escalation training to our poll officials and he followed up on an accident that we had at an early 00:07:10
voting site. 00:07:15
I want to thank Brandon Brown from Code Enforcement. He worked really hard for our office. He helped set up site deliveries and 00:07:23
pickups. And I'd like to of course, thank Melissa Hotomo for allowing him to do so. And I'd like to thank the rest of Code 00:07:30
Enforcement because they helped us with that and and several other things that that we needed help with the county assessor's 00:07:37
office, they not only ran around to each site as messengers throughout the whole early voting process. 00:07:44
They didn't even go into the field on on Tuesday, Election Day, because they made sure that all of our poll officials got pizza 00:07:52
for delivery. 00:07:55
HR of course, because they made sure our poll officials were fed and our poll officials were very grateful. 00:08:00
Finance, believe it or not, even has a pretty large role in our elections, not only dealing with our last minute orders, but ping, 00:08:09
ping our poll officials in an incredibly timely manner. Our poll officials checks have already been issued with the amount of them 00:08:16
just a week later is pretty phenomenal. 00:08:22
Fire Admin Chief Prop Deputy Chief Davis and Norma for letting us use their training room and being on call with anything we may 00:08:30
need. 00:08:34
Hermes and his team and Melissa had a Mio for making sure that Del Rio could be used for Election Day because it's under 00:08:39
construction. 00:08:42
And last but not. 00:08:49
Last but not least, I'd like to thank the Commission and the managers office especially for letting us use the Commission chambers 00:08:51
for the entirety of early voting. We always prepare to have a large number of voters, especially for a presidential, and even 00:08:57
though that didn't turn out super great. 00:09:02
Just having this one specific room really created less work for our office, so I really appreciate that. 00:09:09
I know The thing is it takes a village and that could not be more true and the employees of Valencia County helped make this 00:09:16
election successful and we are incredibly grateful for that. 00:09:20
All right, now to the numbers. 00:09:26
Before you as a summary report with the final votes for each candidate as well as ballots cast. Report broken down by major party 00:09:30
and counting group. In total, Valencia County had 7641 ballots cast, 3598 Democrats, 22 Libertarians, and 4021 Republicans. This 00:09:38
is a 22% voter turn out. There was 35,288 eligible voters for this election. 00:09:47
If you have any further questions, I can absolutely take those now, and if you don't then I would stand for a recommendation from 00:09:58
the county clerk. 00:10:02
The Commissioner, any questions, Mr. Chair, please? There's some more questions comment. You've got one very important person 00:10:07
yourself. Thank you for all your hard work. I mean it's. 00:10:11
Specifically. 00:10:17
Thank you. Any other comments, questions, Commissioners? 00:10:21
Evidently not, Sir. 00:10:26
Go ahead and search through and just step up to the podium and. 00:10:27
Good afternoon, Chairman and Commissioners. 00:10:39
It's a pleasure to have such a great working force and team. 00:10:42
That put on this election. Candace is the lead team leader and she did a phenomenal job for all her hard work that she didn't do. 00:10:47
I want to thank all the staff that I. 00:10:52
From the clerks and to our Bureau of Elections, everybody that did help out. A special thanks to our poll officials that put on 00:10:59
our. 00:11:04
Drawn the selection I put on it, but administered the election itself. Yes, we did have a little voter turn out. However we were a 00:11:11
little bit higher than the national average. Hopefully this general election was going to be considerably a large turn out and 00:11:19
look forward to it. With that said, I do certify that the results are correct and accurate. 00:11:27
And you recommend approval of the canvas? I recommend approval for the canvas. Thank you. 00:11:37
Measures any questions of county clerk. 00:11:42
Mr. Chairman, please. 00:11:45
So both you and mistake have said the turn out was low is that was going to be low anyways. But is that some like a target factor 00:11:47
that you get from the Secretary of State's office or why? Why does that keep being brought up? Reason being is. 00:11:54
It was brought up. 00:12:02
Because it's a factual event that happened. That's reason our numbers are low. 00:12:05
I looked on the national average and we were just 1% above the national average. And so I feel like that and it would be let 00:12:11
everybody know and I encourage everybody to come out here during the general election and let your voices be heard. 00:12:17
By casting your ballot. 00:12:25
1 One thing that's important to note is because New Mexico has closed primary elections. 00:12:28
Our voter turnouts aren't usually that high. The only difference we had this year was that people are starting to catch on to the 00:12:37
fact that if they're registered as a decline to state or minor party that they can change the registration to choose a major 00:12:43
party. And we did have several of those. We had over 100 on Election Day alone. People who are registered as a major party can't 00:12:49
update their voter registration party. 00:12:54
But for example, we were at 22%, the state had 22.82%. In 2020, we had over 14,948 voters. In 2022, we had 8986 and that was a 00:13:02
governor's race. So considering we only had a little over 7000 or less than 8000, it just seemed a little lower than normal and 00:13:12
we're not exactly sure why. I don't know if it's just voter burnout or or or what to be exactly. 00:13:21
Does that help answer your question? I was just asking because you guys did a great job regardless of the number amounts. I didn't 00:13:32
want you to beat yourself up. 00:13:35
What's the common the common phrase phrase that's being tossed around? 00:13:39
Go ahead, Mr. Chairman, I'm trying to fight it. 00:13:45
Commissioner, is there any other questions? 00:13:49
Here's our zone. Is there a recommendation please? 00:13:52
Mr. Chair, I'd like to make a motion to approve the canvas recommendation of the clerk. 00:13:55
Second got a motion Secretary discussion on the motion of the second. There be none, Miss Rich, in your vote yes. Commissioner 00:14:03

guys. I really appreciate all that you guys do. I think this entire Commission does so. 00:14:19
You know, Candace did a great job of thanking everybody, but we also want to recognize all of you for your efforts. It was a few 00:14:25
days there. Thank you. 00:14:29
Thank you, Chairman. Thank you, Commissioners. Just to echo what Commissioner Bozell said, I think this entire Commission stands 00:16:31
behind those comments that this is not an easy job that you do, but you do a fantastic job for the county and we just realized 00:16:36
that without you we would be in. 00:16:41
Different situations, so thank you and thank your staff for all you guys do. I know you worked long hours and you're extremely 00:16:47
committed to the county. So thank you guys very, very much. Thank you. And I definitely couldn't do it without them. Absolutely 00:16:51
thank you. 00:16:56
OK, Commissioners, I need a motion to reconvene as Board of County Commissioners, please. So moved, got a motion in the second. 00:17:05
Any discussion on the motion in the second? 00:17:09
I've been doing Commission rich in your vote yes. Commissioner Pizarro, vote yes. Commissioner Sparkling, your vote yes. I vote 00:17:13

I'm here to seek approval of the. 00:19:40

have a motion and 2nd for approval and discussion on the motion of the 2nd. 00:20:01
Be known, Commissioner Richardson wrote. Yes. Mr. Pizzelli, vote yes. Mr. Sparked in your vote Yes. Can I vote yes is approved. 00:20:06
Thank you. Thank you. 00:20:09
OK, Item number six is direction to staff regarding the donation of Enchanted Mesa Park Area Unit 13.23 acres on some grow loop to 00:20:14
the City of Rio communities. Danny's not here. Jonathan, would you like to present the 1st place? 00:20:21
Mr. Chair, the City of Rio Communities reached out. 00:20:28
Within the city limits, there's a parcel of property that is owned by the county. 00:20:33
It's in the center of a subdivision and they reached out to us for a donation of this property for potential park. 00:20:40
In the city roof communities. 00:20:49
Talking with staff, there is no. 00:20:53
Concern as far as getting that accomplished. So the decision would be up to you. OK, thank you. 00:20:57
Fisher's recommendation or discussion on this? 00:21:04
Mr. Chad, I'd like to make a motion. 00:21:08
