OK, We'll move on to item number 5, nonaction items. First up is our employee of the month, Mr. Montoya. | 00:03:02
Good evening, Mr. Chairman, Members of the Commission. Tonight for Employee of the Month, we have a familiar place, a familiar | 00:03:13
face. Excuse me, this employee has has worked in multiple departments, has always picked up duties. Anytime we've asked her, | 00:03:20
excellent. When we're having a party for our fellow employees, she always chips in and makes this place look awesome. So with that | 00:03:27
being said, I'd like to call Melissa had a meal and our employee of the Month, Jerry Romero. | 00:03:34
Chair and commissioners, I just want to repeat what Orlando said. Jerry has worked in different offices, including OAP, which | 00:03:47
isn't physically here, but she knows a little bit about everything and does a great job in in supporting the county as a whole. So | 00:03:52
she's we knew it was going to happen. We just didn't know tonight. So her and I are just, well, we're excited. I'm excited for | 00:03:58
Jerry. So I don't know if you want to say anything. | 00:04:04
Just wanted to tell you thank you, Melissa for. | 00:04:11
For nominating me or putting my name into this, I really appreciate it. I love working for the county. | 00:04:15
I mean, I've worked like you said, different departments. I started with Danny and I learned a lot from the manager side of things | 00:04:20
when the commissioners, which brought me into working with the Planning and Zoning Commission and I love doing that as well. | 00:04:26
So I mean if any other departments need any help and I'm willing to learn it as well. | 00:04:32
So thank you again, I really appreciate this. | 00:04:37
Thank you. | 00:04:40 | |
Very. | 00:04:42 | |
OK, next we have a. | 00:04:46
Valencia Shelter Services their first quarter report on junior bill appropriation ZH9322-1. | 00:04:50
Mr. | 00:04:58 | |
Good afternoon, Mr. Chairman. | 00:05:00
In August of 2023. | 00:05:03
DFA did award Valencia. | 00:05:06
With a junior appropriation in the amount of $25,000 to contract for a sexual assault nurse examiner. | 00:05:08
And child advocacy services in Valencia. | 00:05:16
This junior appropriation did come through via the push from Valencia Shelter Services to local representatives to address this | 00:05:20
critical community service. | 00:05:24
By the end of September 2023, the county and Valencia shelter services did have an MOA in place. | 00:05:30
Outlining performance. | 00:05:38
And deliverables Valencia Shelter Services would be providing under the terms of this agreement. | 00:05:40
The first quarter of Serv. | 00:05:46
Have been completed as of December 30th 31st, 2023. | 00:05:49
And at this time, I would like to introduce Miss Sandy Martinez. | 00:05:53
Who is with us virtually and she is the forensic. | 00:05:58
Services Director with Valencia Shelter Services and she will be sharing a PowerPoint presentation summarizing the successes and | 00:06:02
challenges of the first quarter. | 00:06:07
Sandy. | 00:06:13 | |
Hello, good afternoon, evening. | 00:06:16
My name is Sandy Martinez. I am the Director of Forensic Services at Valencia Shelter Services. | 00:06:20
My role is to oversee the Child Advocacy Center, Forensic Interview Program and. | 00:06:26
Sexual assault, nurse examiners, forensics exams program. | 00:06:32
I am going to share my screen. | 00:06:39
And. | 00:06:54 | |
So this first one. | 00:06:56
Our direct services that were provided and billed to the Valencia county. | 00:07:00
Funding. | 00:07:08 | |
We had so we and then this. | 00:07:10
Right column is overall as an agency how many we had between October and December. | 00:07:14
October through December of 2023. | 00:07:20
So we were able to provide. | 00:07:24
154 advocacy sessions for clients. Fourteen of those were billed to the county. | 00:07:29
We were able to provide 77 crisis interventions. | 00:07:36
So those. | 00:07:41 | |
Pretty much walk in's for clients that are needing immediate service. | 00:07:42
We build 13 of those to Valencia County. | 00:07:48
We have 42 same exact same advocacy sessions which includes A1 week follow-up. | 00:07:52
We did a total of 42 sessions for our same clients. Two of those were. | 00:07:59
Billed to the county, we had 37 forensic interviews of children. | 00:08:05
In the quarter, and two of those were also built to Valencia County. | 00:08:11
As well as the two advocacy sessions that went with those forensic interviews. | 00:08:18
And then our forensic support specialist build 2 sessions out of 37 forensic interviews or support. | 00:08:23
And those are the direct services that we have provided. | 00:08:33
That we were built to. | 00:08:39
Umm. And then this next one is kind of just some demographics and victimization types? | 00:08:42
So. | 00:08:51 | |
The county we build for three children and nine adults that were served. | 00:08:53
A total of 208 children and 351 adults were served with other funders. | 00:08:59
The types of victimization served were adult victims of sexual abuse, adult physically abused as children. | 00:09:08
Child victims of sexual abuse. Child victims of physical abuse, stalking, child witnesses to domestic violence. Victims of | 00:09:15
domestic violence and sexual assault. | 00:09:19
Our outreach efforts were mostly through our multidisciplinary team. | 00:09:26
Umm, so we? | 00:09:31 | |
We did our outreach with our MDT 101 training and our mandatory reporter training. | 00:09:33
Which some were also billed to the county. | 00:09:39
Our MDT meetings for Valencia County in October, we had 36 participants. | 00:09:43
Six child abuse cases were staffed. | 00:09:49
And then in November, we had 24 participants in our MDT and four cases were staffed. We do not hold MDTS in December because we | 00:09:52
are usually busy around the holidays and we don't get a lot of participation, so we decided to. | 00:10:00
December's to prepare for the next year. | 00:10:08
Some of the Special Needs and Veterans Limited English proficiency clients. We had four of the clients that we served that were | 00:10:13
built to the county had special needs. | 00:10:19
And then? | 00:10:26 | |
All together with other funding sources, we had 137 clients with special needs, 7 veterans, and 31 clients with language. | 00:10:28
English preference Limited. English proficiency. | 00:10:39
Umm, And. | 00:10:43 | |
Some of the efforts that we have provided to preserve county resources. | 00:10:46
I had some help with this from our Sheriff's Office that one of the detectives helped me out with figuring out how we do that and | 00:10:54
this is what we came up with. We're employing advocates specific to our county. | 00:11:02
We provide virtual MDTS to save gas, mileage and time for MDT partners to attend. | 00:11:10
We provide outreach in our county. | 00:11:17
Saving gas mileage and time for community partners and potential clients to attend any of our outreach efforts. | 00:11:20
We provide transportation for victims to save mileage, gas and time for law enforcement. | 00:11:27
We have the ability to store evidence for law enforcement for the same program, so that saves the county gas mileage and time so | 00:11:33
they don't have to go pick up their evidence from Albuquerque. | 00:11:38
We are providing education to the MDT Community partners in the county served with our MDT 101 and mandatory reporting training. | 00:11:44
We provide better intervention services for offenders to prevent further victimizations and abuse cases. | 00:11:53
We are providing no cost mental health services in the county, including telehealth service. | 00:12:02
Services to prevent more crisis calls. | 00:12:07
We also provide shelter and housing assistance to our clients in the county to prevent homelessness and re victimization. | 00:12:11
And then this last one I wanted to share achievements, challenges and goals. | 00:12:19
Achievements This quarter We were voted the best nonprofit in Valencia County that for 2023. | 00:12:26
From the news bulletin as well as the Valencia Chamber of Commerce. So we got two awards for that. | 00:12:33
Challenges. We had this. | 00:12:40
Just needing more outreach and training and education time in the community, including schools, clinics, childcare centers, | 00:12:43
salons, hotels, etcetera. | 00:12:47
And we had some challenges with our. | 00:12:53
Umm, in our forensic interview room. | 00:12:57
Goals for the next quarter? | 00:13:00
Fostering MDT partnerships, developing SANE under VSS. So we will be taking over the same unit. Right now it is a satellite, same | 00:13:02
unit. | 00:13:07 | |
From Albuquerque, Spain and we are going to, it's going to become the VSS sane and it will be under our agency. | 00:13:13
Fully by the end of this year or by the end of this year, it should be done. | 00:13:21
So we're developing that and we are hiring a child advocacy center coordinator so that I can focus on the. | 00:13:26
And that will be happening next week is when we're going to hire for that position. | 00:13:35
We're going to do more outreach in the clinic, schools and other organizations in the community. | 00:13:40
And then we're going to purchase and have installed new forensic interview recording equipment in the both forensic interview | 00:13:45
rooms. | 00:13:49 | |
And this equipment is specialized equipment specifically for forensic interviews. So hopefully that will help our sound problems. | 00:13:53
Our long term goals, we are going to be hiring a medical coordinator which is also going to be a sane nurse to. | 00:14:03
And a medical director for the VSS same unit, so that we can get that up and running. | 00:14:10
And we're going to be working with the Walgreens pharmacy to prescribe medications to our patients. | 00:14:16
And then we are going to be creating, printing and distributing outreach materials for the new VSS. Same unit for when we do. | 00:14:22
Our outreach in. | 00:14:29
And that was what? | 00:14:36
Any questions? | 00:14:39
Commissioners, any questions? | 00:14:41
Mr. Chair, please, it's not so much of a question, but maybe a comment. | 00:14:43
With your websites, is there may be possible that we could get with the Sheriff's Department in the county and put links? | 00:14:48
For people that might need your. | 00:14:56
You know, they might look at the County Sheriff's Department and possible that we can put links. | 00:14:58
To make it easier for women and children and people that need help. | 00:15:04
Get your your your name and your inform. | 00:15:10
And the help that. | 00:15:13
I think it's vital. | 00:15:15
We. | 00:15:17 | |
Program in as many places as possible. | 00:15:19
To get people to help that they. | 00:15:21
I agree with that. I can speak with some of our MDT partners and see who can do that for us. | 00:15:25
I I I'm thinking it would be good for all law enforcement agencies in the county to have that. | 00:15:32
Thank you. Anything else? | 00:15:42
Miss Martinez, thank you for your presentation and for you and the other employees there that for the work you do in our | 00:15:46
community. It's very well needed and greatly appreciated. So again, thank you so much. Thank you. | 00:15:52
Mr. Chairman, Commissioners, I just wanted to extend a thank you to Miss Sandy Martinez and the team at Valencia Shelter Services. | 00:15:58
I they were kind enough to take me for a tour of the facility. | 00:16:05
You know the work they do is as far and beyond. | 00:16:10
You know it's it's needed in the in the county and very appreciative of of everything they do. So with that said, Mr. Chairman, | 00:16:14
Commissioners, this is the first quarter that's been completed. So we do anticipate Sandy and the team coming back for the next | 00:16:21
two quarters to give you guys an update on some successes and challenges. Thank you for your time, Sir. Thank you very much. | 00:16:28
OK. We'll move on now to our action items items, if I can make a quick, I'm sorry, Danny, just real quick behind Tab 5 from the | 00:16:38
finance office is a quarterly. | 00:16:43
This is by statute that we just need to bring that to a Commission meeting. So it's in there. There's no report to be given. | 00:16:48
That's for you to look through at a later date. | 00:16:52
That's it, Mr. Thank you very. | 00:16:56
OK. Sorry about that. We'll move on to our action items, item number six. | 00:16:58
Is the approval of a resolution Community Wellness Council, Health Council of Legacy County. We got with us this evening, Pamela. | 00:17:03
Good evening, Mr. Chair Commission. | 00:17:15
My name is Pamela Skinner and this is my first time to address this Commission, so I'm a little nervous and a little excited. | 00:17:17
I am the coordinator for the Community Wellness Council. And for those of you who are not aware, oh, I'm sorry, I left the packet | 00:17:24
at your seats if you guys want to follow along, because I did not do. | 00:17:29
A zoom thing for up. | 00:17:35
But umm. | 00:17:38 | |
The Community to Wellness Council is the Health council for Valencia County. | 00:17:42
And has been for many, many years, even before I started with. | 00:17:47
We have been operating as such and we are one of the. | 00:17:51
Health councils that is actually established as a non profit 501 C. | 00:17:55
And we have a governing board, which you'll find on Page 2 the members of our governing board that are current. | 00:18:00
Question is, what does the Health Council do? | 00:18:08
Well, our function is policy advising, assessing, monitoring, community engagement, and collaborative interventions and efforts. | 00:18:11
Health councils were established by House Bill 137 and have been in place for many, many years and have by all. | 00:18:22
You know. | 00:18:32 | |
Suffering, I guess you would say, financially. | 00:18:35
As of yet, because of the different changes that have happened, you know, with the funding for health councils. | 00:18:39
Fortunately, we are not one of them. Believe it or not, we are operating very, very well and doing well right now. | 00:18:45
And along with. | 00:18:52
If you'll see on page, I think I'm on page three now page four we have become. | 00:18:55
Part of the 100. | 00:19:02
Communities Initiative for the state of New Mexico and also 100% Communities and 100% Valencia for Valencia County. | 00:19:05
And as you can see on here, we have established 10 task forces to address the needs of Valencia County. | 00:19:14
We have a task force that covers youth mentoring, early childhood, medical, dental jobs, behavioral health, Community Schools, | 00:19:22
housing. | 00:19:26 | |
Food, parenting and transportation. | 00:19:30
Since we started this program, I would just like to touch on some of the things that we have accomplished. | 00:19:34
We have put all of the 10 task forces into. | 00:19:40
We hold monthly core team. | 00:19:44
We have now contracted with two coordinators. I am one. The second one is Miss Shannon Barnes. | 00:19:46
We have done 13 outreach events. We managed 2 social media pages. | 00:19:52
We have free funders identified. | 00:19:57
In amount of 130 K designated for this work. | 00:20:00
And we also maintain the website and the resource directory. | 00:20:04
And if I could touch a little bit, I think I'm going to come to that a little bit later on our resource directory just to address | 00:20:09
that issue that you were discussing with the assess as far as how to get their word out there and get their organization. | 00:20:16
To everybody in Valencia County, we do have that venue available and they do participate on there, but we can't tie it even | 00:20:23
further. | 00:20:26 | |
OK. So we'll talk about that a little bit. | 00:20:31
The next issue I want to bring up, and you'll find it in your little pamphlet, is our 100% Family Center. | 00:20:34
This is going to be a $1.3 million project that we're going to be trying to establish within. | 00:20:40
County this is a one stop service hub. This is going to be a place where everybody can come to to look for services. | 00:20:46
That way they don't have to go traveling all over Valencia County, especially in our rural areas we want. | 00:20:54
Bring a central location for all of this to happen we are currently establishing. | 00:21:01
Preparing the. | 00:21:08
To bring these funds to Valencia County. So that is one thing that we really, really are excited about. | 00:21:10
Being able to bring the 100% Communities initiative, 100% Valencia and the One Step hub. | 00:21:16
To Valencia County. | 00:21:22
So and believe it or not, we're thinking we're going to be able. | 00:21:24
Collaborate with all of our partners and be able to get this done. | 00:21:28
Initial funding will come from the 100% Community initiative and like I said, that's going to be approximately $1.3 million. | 00:21:32
OK. Another thing that we had to do is we did, we actually contributed to the state health improvement plan. | 00:21:41
On the community efforts of us and what the needs are Valencia County. So we went out to all the Valencia County, we did a survey, | 00:21:50
we had several crunches where we invited people in. | 00:21:55
So that we could. | 00:22:00
Their input? We wanted to know what Valencia County needs were. What? What do you need from us? What do you need from us as the as | 00:22:02
the Health Council? | 00:22:06
We went so far as to El Settle. | 00:22:11
Forest Meadow. | 00:22:14
All the way past. | 00:22:16
And I can never remember the name of the little town that's way out there in the corner. What is that little town way out there in | 00:22:19
the corner? That little highland? | 00:22:23
Meadows. We even went to Highland. | 00:22:27
So we got everybody's as much input as we could from a diversified population, so that we got everybody's input, not just one. | 00:22:29
Portion of the community. | 00:22:37
The top three health priorities that were identified with mental health services, substance use, harms prevention and increased | 00:22:40
healthy food access. | 00:22:44
Especially for the outer line areas of Blancy. | 00:22:51
It's the issue with transportation, everything else that falls into place. | 00:22:54
It just makes it so hard for these people to access these services. | 00:22:59
We also did a survey and we had over 350 completed surveys that were processed by. | 00:23:04
The University of New Mexico in Las Cruces. | 00:23:12
They do that. No, New Mexico State, I'm sorry, Las Cruces is New Mexico State. I'm sorry. I used to refer to it as. | 00:23:16
Another term because my son actually went there. | 00:23:24
Which involved Mexico, but. | 00:23:28
Sorry, OK. I don't want to take up too much time. | 00:23:33
So we did get a result back from those surveys. | 00:23:35
And the services were ranked in order. One was medical, second one was dental, early childhood food. | 00:23:39
Parenting, behavioral health, mentoring, job training, housing and transportation. And if you guys will remember when I went over | 00:23:46
all of our 10 task forces. | 00:23:51
Sound familiar? | 00:23:57
So that's how we identify the 10 task forces that we wanted to have in place in Valencia County in order to support and try to | 00:23:59
provide these needs. | 00:24:02
So my second favorite thing that we've done so far is the Valencia County Resource Directory, and this is the one that I was | 00:24:07
referring to earlier. | 00:24:11
I know that you're not supposed to have your cell phones with you in here. | 00:24:15
But if you'll turn to this page right here, and you see this little QR code right here. | 00:24:20
If you access that with your phone, just like a regular QR code, it will take you directly to our resource directory. | 00:24:26
In this resource directory we. | 00:24:34
To provide. | 00:24:37 | |
Information on providers within Valencia. | 00:24:39
So you can literally go, and I wish we had enough time for me to show you this or get it. I have a whole presentation on this, but | 00:24:43
that's not why I'm here tonight. | 00:24:47
But once you you scan this with your phone, once it pops open it has a search bar and you type in the search bar whatever you want | 00:24:51
you can type in diap. | 00:24:56
And it'll show you where to find diapers. | 00:25:01
Not only will it show you where it will map the organizations, it'll list them all on one side and it will map them. | 00:25:03
On this side right here. | 00:25:11
And tell you exactly how to get there. Now the only services you'll find in there that are not. | 00:25:13
Valencia County are services that are like in Albuquerque and we don't have them here. If we do not have a provider here in | 00:25:19
Valencia County, then we added them to the directory. | 00:25:24
You'll also find in your packet a little card that looks like this. | 00:25:30
As our little QR code right here, I have literally handed out boxes and boxes full of these cards. | 00:25:35
Police departments, Fire departments. | 00:25:44
Counselors. | 00:25:48 | |
Anybody can access this resource directory free of charge. So if a police officer is out and he's responding to a call and | 00:25:50
something happens and now the family is in need and he doesn't know where to send them. | 00:25:57
He can just scan this with his. | 00:26:04
Type in whatever they need and pops it up right there. Or he can literally hand this card to the individual. | 00:26:07
Who can do? | 00:26:13 | |
So this is one of our, I think, our greatest, greatest thing that we've done since I've been here. This went into effect last | 00:26:15
year. | 00:26:18 | |
We've also designed a app. | 00:26:22
That you can download from the App Store. I don't know who, I think it's the Google Store. | 00:26:25
And then the iPhone app. | 00:26:32
And now you just type in Community Wellness Council and it will download it, put it on your phone, You get to the same place. | 00:26:35
OK, so this would work great to help Valencia Shelter Services get their information in the hands of whoever needs it. | 00:26:41
They can tie. You can tie whoever you want in there. All they have to do is contact me, let me know, I'll go to our programmers | 00:26:49
and they can tie their services together. | 00:26:54
OK, if you get a chance, take a look at this resource directory. It's amazing. | 00:26:59
OK, that's my skill and what I do. | 00:27:04
The reason I'm here OK as part of our. | 00:27:08
Funding that we receive, we get a lot. We get money from DoH, OK? They have been a supporter for the Health council for years and | 00:27:13
years. | 00:27:17 | |
Funding is based on the deliver. | 00:27:22
That must be met throughout the year and they do give us plenty. Trust me. | 00:27:24
This year, one of the deliverables was that we have to be recognized as. | 00:27:30
Housing. I'm sorry. I used to be the housing director. | 00:27:35
I'm sorry. | 00:27:38 | |
As the Health Council for Valencia County. | 00:27:41
So that's why I'm here. We have. | 00:27:43
Opposed. | 00:27:48 | |
Resolution that we would like for approval and adoption and I believe you guys have that in front of you. | 00:27:53
I was told it would be provided. | 00:27:59
Yes, that we do have it. | 00:28:01
So I'm here to request approval, please, and adoption of this resolution. | 00:28:03
I don't know if you need me to read through it or. | 00:28:09
Commissioners, you have the recognition. Do you want do you want it read or do you want to Are you guys OK with it? | 00:28:14
We've got it, Tim, so we should be good. Do you want me to read through it? Do I need to go through the whole thing or you're | 00:28:21

Commissioners, I intended to bring before you mid year bars for all personnel services however. | 00:32:43
Didn't have the time to put them together with the workload, getting W2S out and reporting to IRS, all that took a lot of my time. | 00:32:50
But I do bring before you. | 00:32:55
Budget adjustment. | 00:33:03
Budget for the positions for the fire department that you all approved at the December 20th meeting. | 00:33:06
That's what this small bar is for those six positions that you all approved at the meeting. I will. | 00:33:16
Meeting bring the personnel services, the bars that we need for personnel services. There are several departments that are over | 00:33:24
budget that we're going to need to budget more money in in those line items as well as. | 00:33:32
The our insurances went up by 10% beginning January 1st. So we're going to have to budget for those increases as well. So those | 00:33:40
will be coming before you next meeting. I stand for any questions you may have on this bar and I and I recommend approval. | 00:33:48
Any questions? | 00:33:56

Mr. Chairman, Commissioners, this resolution is 2024 Dash 14. | 00:34:17
Thank you all. Thank. | 00:34:22
OK, item. | 00:34:37 | |
Approval of a resolution. Disposition of capital assets, Mr. Border. | 00:34:39
Good evening, Mr. Chairman. Commissioners, what I have for you this evening for your consideration is a resolution for disposition | 00:34:45
of some capital assets. | 00:34:49
So we have some some radios from the Sheriff's Department that don't currently work with their with their current radio system. So | 00:34:54
they're requesting to dispose of those by trade in to upgrade to the radios that will work with their current system. | 00:35:01
The rest of them are vehicles. There's. | 00:35:08
Total loss claims of Sheriff's. | 00:35:11
And then there's three vehicles being transferred to other state agencies. So there was a couple of school buses that the county | 00:35:15
was a fiscal agent and purchasing about 20 years ago for the Midwest cap. | 00:35:21
That that. | 00:35:28 | |
Are now requesting to transfer over to them. They've reached their value, their life value. | 00:35:29
And so we're just requesting to transfer that over to them, so. | 00:35:35
You know do what they need to do with them on their end, get them off of our our capital assets and then a truck to transfer to | 00:35:39
the village of Oscar Farms animal control from the counties animal control that also reached its its value with us at the county. | 00:35:45
So I just have all of those items for your consideration this evening. | 00:35:52
Hey, any questions of Mr. Porter? | 00:36:01
Mr. Chair, please. So all the all these have been depreciated out. How does that affect us? | 00:36:03
As far as. | 00:36:08 | |
Donate them or they're just completely depreciated and no capital gain or access as far. | 00:36:11
Liabilities for the county, that is correct. Yes. The two total loss insurance claims, those are just minus the the deductibles | 00:36:19
from our insurance. But the other three transfers will not affect us at all, just getting them off of our. | 00:36:25
Thank you. Any other questions? | 00:36:33
There would be none as a recommendation. | 00:36:38
Share like make a motion to approve second. Have a motion the second for approval. Any discussion on the motion of the 2nd. | 00:36:40
Tribunal Commission bizarre vote yes. Fisher Sparkman. Your vote yes, Commissioner on your vote yes and I vote yes is approved. | 00:36:46
Thank you Experiment Commissioners this resolution is. | 00:36:51
2024-15. | 00:36:56 | |
OK. Any moving? | 00:37:19
Item number 11 and 12 seem to be similar nature, Mr. Silva. Would you like to present both of those at the same time? Yes, Mr. | 00:37:22
Chairman. That'll be fine. Go ahead. | 00:37:26

Any questions on Mr. Silva on this particular agreement? | 00:38:03
Go ahead. Thank you Mr. Chairman, Commissioners. This is the second item Altsd did award of Valencia County with Capital | 00:38:09

consideration of this item and stand for any questions. | 00:39:01
Any questions of Mr. Silva on this particular agreement? | 00:39:08
OK, there be none. Is there a recommendation to approve both agreements with one motion? | 00:39:14
The looped second for the motion and 2nd Dane discussion on the motion and. | 00:39:20
There'll be none, the Commission, Bozelli wrote. The Fisher Spark in your vote, Commissioner, on your vote yes, I vote yes, they | 00:39:26
are approved. | 00:39:29
Thank you, Comm. | 00:39:33
Thank you. | 00:39:34 | |
OK. We'll continue on item number 13, appointment of three freeholders of the county as Rd. viewers to evaluate proposed vacation | 00:40:04
of utility easements on Rio de Laurel Block 34, Unit 16, Lots 18 through 22. | 00:40:11
There's benavides. | 00:40:19
Airmech Commissioners again, I'm here requesting appointment of freeholders to review. | 00:40:20
And evaluate. | 00:40:25
Real That Auto Block 34 Unit 16 lots 1818 through 22. I recommend Sue Moran, Charles Eaton, John Clemens and Michelle Merrill. | 00:40:28
Any questions of Miss Benavides? | 00:40:40
Their recommendation? | 00:40:44
Sure. I make a motion that we approve. | 00:40:47
Second, any discussion on the motion of the 2nd. | 00:40:48
Yes, yes. | 00:40:53 | |
Item 14 Acceptance of Freeholder Report and consideration of vacating the section of Easement located at 1212 Rivas Rd. Wilsones, | 00:41:00
New Mexico. | 00:41:04 | |
Go ahead. | 00:41:09 | |
Chairman Commissioners on January 10, 2024, the Freeholders completed a site visit at 1212 Rivas Rd. in Los Lunas. | 00:41:11
New Mexico to evaluate the request of a certain section of. | 00:41:18
Based on their evaluation of the requests, they recommend approval of the vacation of easement as shown on the plat. They found | 00:41:22
all existing structures and homes that currently exist weren't for the request and would not interfere with any access to the | 00:41:26
properties in the area. | 00:41:31
Any questions about Miss Benavides? | 00:41:38
To be done as a recommendation. | 00:41:41
Mr. Chairman, Motion to Approve Second Motion Second for Approval. Any discussion on the Motion of the 2nd. | 00:41:44
Commissioner, Brazilian vote yes, Commissioner Sparkman, your vote yes, Commissioner, on your vote Yes, it was approved. | 00:41:51
Item 15 is. | 00:41:58 | |
Of the use of Geo bond funds to complete phase one of Alcera Mission Blvd. | 00:42:01
Miss Benavides. | 00:42:06
Chairman Commissioner Commissioners Public Works is requesting permission to use the Geo bond funding in the amount of. | 00:42:08
980,000 Three 9184 Public Public Works received 1.8 million to design A constructive All Settle Mission Blvd. In 2021. | 00:42:15
Since, the cost of funding for paving has doubled and costing the shortfall to complete a settle Mission Blvd. From New Mexico 263 | 00:42:26
to Monzon Expressway. | 00:42:31
A settle is a viable vile Rd. through the east and is a very poor condition. Public Works had originally anticipated construction | 00:42:36
this summer, but due to the lack of funding. | 00:42:40
We did not receive through the FY24 transportation program. It is currently delayed. | 00:42:46
Originally our bonds, we had a wish list of roads that we had recommended to this Commission. | 00:42:54
Since then, since the shortfall with El Settle Mission Blvd. I'm requesting the entire funding of the bonds of the roads be | 00:43:02
committed to all Settle Mission Blvd. | 00:43:06
OK, questions of Bisping. | 00:43:14
Terrible questions. | 00:43:16
We've gone out for this request again this. | 00:43:20
Session. | 00:43:23 | |
For the appropriation. | 00:43:24
In case that, you know we're able to get it, we can go ahead and make this request for those roads. | 00:43:27
Are being pushed up now, yes, but with this one I'd really recommend if we could get this one done. I mean, like I said, it's | 00:43:32
delayed and it's a vile Rd. in Valencia County and it's in really bad condition and we will only be able to complete the first | 00:43:38
days of it. But we will continue to seek funding. TPF just opened up today new funding for FY25, so we'll be applied for the | 00:43:44
second phase of a Subtle mission Blvd. | 00:43:50
OK, Mr. Chair. | 00:43:56
If there are another questions, I'd. | 00:43:59
Make a motion to. | 00:44:03
With the understanding that. | 00:44:04
We complete El Cerro Mission Rd. that. | 00:44:07
Roads that were. | 00:44:10
That have been put off. | 00:44:12
Considered first for any. | 00:44:14
Future funding. | 00:44:16
Very good. Everybody understand the motion. Any questions of the motion? | 00:44:17
Users None. | 00:44:22 | |
Second, any discussion on the motion of the. | 00:44:24
The benign Commission Brazil, your vote yes, Commissioner, Sparkling, Your vote yes I vote yes is approved. | 00:44:28
OK. We're at the point of our agenda for an executive session. Mr. *****. Would you please announce, Mr. Chair before that I may | 00:44:37
have been asleep during the Commission reports. | 00:44:41
Earlier, but if I can make a quick announcement. | 00:44:47
So we. | 00:44:53 | |
We just finished our our county conference. | 00:44:54
Middle of last month and I thought it was. | 00:44:58
Well deserved that. We make a few recognitions. | 00:45:02
That occurred at that a conference. | 00:45:08
Two huge things that happened was our detention center was reaccredited through. | 00:45:10
Let's see the Adult Detention Professional Standards Council and for the first time. | 00:45:17
In the. | 00:45:24 | |
New Mexico Sheriff's Professional Standards Council. Our Sheriff's Office was accredited for the first time through that. | 00:45:27
Particular organization and that's that's a huge deal because what that. | 00:45:34
Says. Is that New Mexico? | 00:45:41
Departments have taken steps to reduce risk. Within those departments, they've done trainings. They've educated themselves on how | 00:45:45
to. | 00:45:50 | |
Mitigate just lawsuits. | 00:45:55
Issues that would create a. | 00:45:58
And ultimately, we'll reduce our fees for our insurance. | 00:46:00
Through the New Mexico county pools. So that's a huge deal. | 00:46:04
Not very many people have one accredited organization. We've got 2. | 00:46:08
So I think that's something really to be said about going to County and how. | 00:46:14
Our departments are run specifically those two. | 00:46:18
Aside. | 00:46:23 | |
We also received some risk awareness. | 00:46:25
Awards, which does the same thing just within the county. | 00:46:32
Trainings, reducing exposure will help our our insurance premiums in the future. So I want to congratulate most definitely the | 00:46:37
Sheriff's Office. | 00:46:42
The detention. | 00:46:48
But as well as Valencia County as a whole. | 00:46:50
Seemed out of something. | 00:46:53
Well done by us. So thank you. Thank you for bringing that up. But then you're so right. That is something to be proud of. | 00:46:55
OK. Anything else before we. OK. All right. We're at the point for an executive session. Mr. ***** would you please announce that? | 00:47:03
Thank you, Mr. | 00:47:10
Pursuant to section 10. | 00:47:11
Not so shabby. | 00:47:25
Yeah. | 00:48:07 | |
OK, at this time I need a motion to reconvene in regular session please. | 00:48:16
You got a motion to 2nd. Any discussion on the motion of the 2nd? | 00:48:21
United, Commissioner Zeller wrote. Yes, Fisher, sparkling your vote. Yes Fishery on your vote. Yes, we're back in open session. | 00:48:24
All right, Miss Benson, can you summarize the items discussed in closed session, please? | 00:48:32
Mr. Chairman, Members of the Commission, the items discussed in closed session were limited to. | 00:48:37
Personnel Assistant, County Manager Applications, Collective Bargaining, IAF Battalion Commander Petition. | 00:48:42
Competitive sealed proposals Valencia County Hospital pinning our threatened litigation. Aragon versus MRG CD. | 00:48:50
And property, manzanita and military will. | 00:48:57
And sale of county property in Valencia. | 00:49:00
No final action was taken. | 00:49:04
Need motion to effect, please moved. | 00:49:05
The motion is second. Any discussion on the motion and. | 00:49:08
Yes, there's your spark in your boat, Mr. Eric. On your boat. Yes. And I vote yes. OK Got a couple upcoming upcoming meetings to | 00:49:12
announce? February 21st, 2024. We'll have a public hearing business meeting at 5:00 here in the chambers, also via Facebook Live. | 00:49:20
March 6, 2024 Business meeting at 5:00 PM here in the chambers and also via Facebook Live. Are there any closing comments from | 00:49:28
fellow commissioners? | 00:49:31

OK, Danny, you guys are left trying to stand up. | 00:00:07
Mr. How's it going? How are you? | 00:00:12
