With a junior appropriation in the amount of $25,000 to contract for a sexual assault nurse examiner. 00:05:08
And child advocacy services in Valencia. 00:05:16
This junior appropriation did come through via the push from Valencia Shelter Services to local representatives to address this 00:05:20
critical community service. 00:05:24
By the end of September 2023, the county and Valencia shelter services did have an MOA in place. 00:05:30
Outlining performance. 00:05:38
And deliverables Valencia Shelter Services would be providing under the terms of this agreement. 00:05:40
The first quarter of Serv. 00:05:46
Have been completed as of December 30th 31st, 2023. 00:05:49

My name is Sandy Martinez. I am the Director of Forensic Services at Valencia Shelter Services. 00:06:20
My role is to oversee the Child Advocacy Center, Forensic Interview Program and. 00:06:26
Sexual assault, nurse examiners, forensics exams program. 00:06:32
I am going to share my screen. 00:06:39
And. 00:06:54
So this first one. 00:06:56
Our direct services that were provided and billed to the Valencia county. 00:07:00
Funding. 00:07:08
We had so we and then this. 00:07:10
Right column is overall as an agency how many we had between October and December. 00:07:14
October through December of 2023. 00:07:20
So we were able to provide. 00:07:24
154 advocacy sessions for clients. Fourteen of those were billed to the county. 00:07:29
We were able to provide 77 crisis interventions. 00:07:36
So those. 00:07:41
Pretty much walk in's for clients that are needing immediate service. 00:07:42
We build 13 of those to Valencia County. 00:07:48
We have 42 same exact same advocacy sessions which includes A1 week follow-up. 00:07:52
We did a total of 42 sessions for our same clients. Two of those were. 00:07:59
Billed to the county, we had 37 forensic interviews of children. 00:08:05
In the quarter, and two of those were also built to Valencia County. 00:08:11
As well as the two advocacy sessions that went with those forensic interviews. 00:08:18
And then our forensic support specialist build 2 sessions out of 37 forensic interviews or support. 00:08:23
And those are the direct services that we have provided. 00:08:33

Umm. And then this next one is kind of just some demographics and victimization types? 00:08:42

The county we build for three children and nine adults that were served. 00:08:53
A total of 208 children and 351 adults were served with other funders. 00:08:59
The types of victimization served were adult victims of sexual abuse, adult physically abused as children. 00:09:08
Child victims of sexual abuse. Child victims of physical abuse, stalking, child witnesses to domestic violence. Victims of 00:09:15
domestic violence and sexual assault. 00:09:19
Our outreach efforts were mostly through our multidisciplinary team. 00:09:26
Umm, so we? 00:09:31
We did our outreach with our MDT 101 training and our mandatory reporter training. 00:09:33
Which some were also billed to the county. 00:09:39
Our MDT meetings for Valencia County in October, we had 36 participants. 00:09:43
Six child abuse cases were staffed. 00:09:49
And then in November, we had 24 participants in our MDT and four cases were staffed. We do not hold MDTS in December because we 00:09:52
are usually busy around the holidays and we don't get a lot of participation, so we decided to. 00:10:00
December's to prepare for the next year. 00:10:08
Some of the Special Needs and Veterans Limited English proficiency clients. We had four of the clients that we served that were 00:10:13
built to the county had special needs. 00:10:19
And then? 00:10:26
All together with other funding sources, we had 137 clients with special needs, 7 veterans, and 31 clients with language. 00:10:28
English preference Limited. English proficiency. 00:10:39

Some of the efforts that we have provided to preserve county resources. 00:10:46
I had some help with this from our Sheriff's Office that one of the detectives helped me out with figuring out how we do that and 00:10:54
this is what we came up with. We're employing advocates specific to our county. 00:11:02
We provide virtual MDTS to save gas, mileage and time for MDT partners to attend. 00:11:10
We provide outreach in our county. 00:11:17
Saving gas mileage and time for community partners and potential clients to attend any of our outreach efforts. 00:11:20
We provide transportation for victims to save mileage, gas and time for law enforcement. 00:11:27
We have the ability to store evidence for law enforcement for the same program, so that saves the county gas mileage and time so 00:11:33
they don't have to go pick up their evidence from Albuquerque. 00:11:38
We are providing education to the MDT Community partners in the county served with our MDT 101 and mandatory reporting training. 00:11:44
We provide better intervention services for offenders to prevent further victimizations and abuse cases. 00:11:53
We are providing no cost mental health services in the county, including telehealth service. 00:12:02
Services to prevent more crisis calls. 00:12:07
We also provide shelter and housing assistance to our clients in the county to prevent homelessness and re victimization. 00:12:11
And then this last one I wanted to share achievements, challenges and goals. 00:12:19
Achievements This quarter We were voted the best nonprofit in Valencia County that for 2023. 00:12:26
From the news bulletin as well as the Valencia Chamber of Commerce. So we got two awards for that. 00:12:33
Challenges. We had this. 00:12:40
Just needing more outreach and training and education time in the community, including schools, clinics, childcare centers, 00:12:43
salons, hotels, etcetera. 00:12:47
And we had some challenges with our. 00:12:53
Umm, in our forensic interview room. 00:12:57
Goals for the next quarter? 00:13:00
Fostering MDT partnerships, developing SANE under VSS. So we will be taking over the same unit. Right now it is a satellite, same 00:13:02
unit. 00:13:07
From Albuquerque, Spain and we are going to, it's going to become the VSS sane and it will be under our agency. 00:13:13
Fully by the end of this year or by the end of this year, it should be done. 00:13:21
So we're developing that and we are hiring a child advocacy center coordinator so that I can focus on the. 00:13:26
And that will be happening next week is when we're going to hire for that position. 00:13:35
We're going to do more outreach in the clinic, schools and other organizations in the community. 00:13:40
And then we're going to purchase and have installed new forensic interview recording equipment in the both forensic interview 00:13:45
rooms. 00:13:49
And this equipment is specialized equipment specifically for forensic interviews. So hopefully that will help our sound problems. 00:13:53
Our long term goals, we are going to be hiring a medical coordinator which is also going to be a sane nurse to. 00:14:03
And a medical director for the VSS same unit, so that we can get that up and running. 00:14:10
And we're going to be working with the Walgreens pharmacy to prescribe medications to our patients. 00:14:16
And then we are going to be creating, printing and distributing outreach materials for the new VSS. Same unit for when we do. 00:14:22

Is the approval of a resolution Community Wellness Council, Health Council of Legacy County. We got with us this evening, Pamela. 00:17:03

My name is Pamela Skinner and this is my first time to address this Commission, so I'm a little nervous and a little excited. 00:17:17
I am the coordinator for the Community Wellness Council. And for those of you who are not aware, oh, I'm sorry, I left the packet 00:17:24
at your seats if you guys want to follow along, because I did not do. 00:17:29

But umm. 00:17:38
The Community to Wellness Council is the Health council for Valencia County. 00:17:42
And has been for many, many years, even before I started with. 00:17:47
We have been operating as such and we are one of the. 00:17:51
Health councils that is actually established as a non profit 501 C. 00:17:55
And we have a governing board, which you'll find on Page 2 the members of our governing board that are current. 00:18:00
Question is, what does the Health Council do? 00:18:08
Well, our function is policy advising, assessing, monitoring, community engagement, and collaborative interventions and efforts. 00:18:11
Health councils were established by House Bill 137 and have been in place for many, many years and have by all. 00:18:22
You know. 00:18:32
Suffering, I guess you would say, financially. 00:18:35
As of yet, because of the different changes that have happened, you know, with the funding for health councils. 00:18:39
Fortunately, we are not one of them. Believe it or not, we are operating very, very well and doing well right now. 00:18:45
And along with. 00:18:52
If you'll see on page, I think I'm on page three now page four we have become. 00:18:55
Part of the 100. 00:19:02
Communities Initiative for the state of New Mexico and also 100% Communities and 100% Valencia for Valencia County. 00:19:05
And as you can see on here, we have established 10 task forces to address the needs of Valencia County. 00:19:14
We have a task force that covers youth mentoring, early childhood, medical, dental jobs, behavioral health, Community Schools, 00:19:22
housing. 00:19:26
Food, parenting and transportation. 00:19:30
Since we started this program, I would just like to touch on some of the things that we have accomplished. 00:19:34
We have put all of the 10 task forces into. 00:19:40
We hold monthly core team. 00:19:44
We have now contracted with two coordinators. I am one. The second one is Miss Shannon Barnes. 00:19:46
We have done 13 outreach events. We managed 2 social media pages. 00:19:52
We have free funders identified. 00:19:57
In amount of 130 K designated for this work. 00:20:00
And we also maintain the website and the resource directory. 00:20:04
And if I could touch a little bit, I think I'm going to come to that a little bit later on our resource directory just to address 00:20:09
that issue that you were discussing with the assess as far as how to get their word out there and get their organization. 00:20:16
To everybody in Valencia County, we do have that venue available and they do participate on there, but we can't tie it even 00:20:23
further. 00:20:26
OK. So we'll talk about that a little bit. 00:20:31
The next issue I want to bring up, and you'll find it in your little pamphlet, is our 100% Family Center. 00:20:34
This is going to be a $1.3 million project that we're going to be trying to establish within. 00:20:40
County this is a one stop service hub. This is going to be a place where everybody can come to to look for services. 00:20:46
That way they don't have to go traveling all over Valencia County, especially in our rural areas we want. 00:20:54
Bring a central location for all of this to happen we are currently establishing. 00:21:01
Preparing the. 00:21:08
To bring these funds to Valencia County. So that is one thing that we really, really are excited about. 00:21:10
Being able to bring the 100% Communities initiative, 100% Valencia and the One Step hub. 00:21:16
To Valencia County. 00:21:22
So and believe it or not, we're thinking we're going to be able. 00:21:24
Collaborate with all of our partners and be able to get this done. 00:21:28
Initial funding will come from the 100% Community initiative and like I said, that's going to be approximately $1.3 million. 00:21:32
OK. Another thing that we had to do is we did, we actually contributed to the state health improvement plan. 00:21:41
On the community efforts of us and what the needs are Valencia County. So we went out to all the Valencia County, we did a survey, 00:21:50
we had several crunches where we invited people in. 00:21:55
So that we could. 00:22:00
Their input? We wanted to know what Valencia County needs were. What? What do you need from us? What do you need from us as the as 00:22:02
the Health Council? 00:22:06
We went so far as to El Settle. 00:22:11
Forest Meadow. 00:22:14
All the way past. 00:22:16
And I can never remember the name of the little town that's way out there in the corner. What is that little town way out there in 00:22:19
the corner? That little highland? 00:22:23
Meadows. We even went to Highland. 00:22:27
So we got everybody's as much input as we could from a diversified population, so that we got everybody's input, not just one. 00:22:29

The top three health priorities that were identified with mental health services, substance use, harms prevention and increased 00:22:40
healthy food access. 00:22:44
Especially for the outer line areas of Blancy. 00:22:51
It's the issue with transportation, everything else that falls into place. 00:22:54
It just makes it so hard for these people to access these services. 00:22:59
We also did a survey and we had over 350 completed surveys that were processed by. 00:23:04
The University of New Mexico in Las Cruces. 00:23:12
They do that. No, New Mexico State, I'm sorry, Las Cruces is New Mexico State. I'm sorry. I used to refer to it as. 00:23:16
Another term because my son actually went there. 00:23:24
Which involved Mexico, but. 00:23:28

So we did get a result back from those surveys. 00:23:35
And the services were ranked in order. One was medical, second one was dental, early childhood food. 00:23:39
Parenting, behavioral health, mentoring, job training, housing and transportation. And if you guys will remember when I went over 00:23:46
all of our 10 task forces. 00:23:51

So that's how we identify the 10 task forces that we wanted to have in place in Valencia County in order to support and try to 00:23:59
provide these needs. 00:24:02
So my second favorite thing that we've done so far is the Valencia County Resource Directory, and this is the one that I was 00:24:07

So we have some some radios from the Sheriff's Department that don't currently work with their with their current radio system. So 00:34:54
they're requesting to dispose of those by trade in to upgrade to the radios that will work with their current system. 00:35:01
The rest of them are vehicles. There's. 00:35:08
Total loss claims of Sheriff's. 00:35:11
And then there's three vehicles being transferred to other state agencies. So there was a couple of school buses that the county 00:35:15
was a fiscal agent and purchasing about 20 years ago for the Midwest cap. 00:35:21

Are now requesting to transfer over to them. They've reached their value, their life value. 00:35:29
And so we're just requesting to transfer that over to them, so. 00:35:35

With a junior appropriation in the amount of $25,000 to contract for a sexual assault nurse examiner. 00:05:08

This junior appropriation did come through via the push from Valencia Shelter Services to local representatives to address this 00:05:20
critical community service. 00:05:24
By the end of September 2023, the county and Valencia shelter services did have an MOA in place. 00:05:30

And deliverables Valencia Shelter Services would be providing under the terms of this agreement. 00:05:40
The first quarter of Serv. 00:05:46
Have been completed as of December 30th 31st, 2023. 00:05:49

My name is Sandy Martinez. I am the Director of Forensic Services at Valencia Shelter Services. 00:06:20
My role is to oversee the Child Advocacy Center, Forensic Interview Program and. 00:06:26
Sexual assault, nurse examiners, forensics exams program. 00:06:32
I am going to share my screen. 00:06:39
And. 00:06:54
So this first one. 00:06:56
Our direct services that were provided and billed to the Valencia county. 00:07:00
Funding. 00:07:08
We had so we and then this. 00:07:10
Right column is overall as an agency how many we had between October and December. 00:07:14
October through December of 2023. 00:07:20
So we were able to provide. 00:07:24
154 advocacy sessions for clients. Fourteen of those were billed to the county. 00:07:29
We were able to provide 77 crisis interventions. 00:07:36
So those. 00:07:41
Pretty much walk in's for clients that are needing immediate service. 00:07:42
We build 13 of those to Valencia County. 00:07:48
We have 42 same exact same advocacy sessions which includes A1 week follow-up. 00:07:52
We did a total of 42 sessions for our same clients. Two of those were. 00:07:59
Billed to the county, we had 37 forensic interviews of children. 00:08:05
In the quarter, and two of those were also built to Valencia County. 00:08:11
As well as the two advocacy sessions that went with those forensic interviews. 00:08:18
And then our forensic support specialist build 2 sessions out of 37 forensic interviews or support. 00:08:23
And those are the direct services that we have provided. 00:08:33
That we were built to. 00:08:39
Umm. And then this next one is kind of just some demographics and victimization types? 00:08:42

The county we build for three children and nine adults that were served. 00:08:53
A total of 208 children and 351 adults were served with other funders. 00:08:59
The types of victimization served were adult victims of sexual abuse, adult physically abused as children. 00:09:08
Child victims of sexual abuse. Child victims of physical abuse, stalking, child witnesses to domestic violence. Victims of 00:09:15
domestic violence and sexual assault. 00:09:19
Our outreach efforts were mostly through our multidisciplinary team. 00:09:26
Umm, so we? 00:09:31
We did our outreach with our MDT 101 training and our mandatory reporter training. 00:09:33
Which some were also billed to the county. 00:09:39
Our MDT meetings for Valencia County in October, we had 36 participants. 00:09:43
Six child abuse cases were staffed. 00:09:49
And then in November, we had 24 participants in our MDT and four cases were staffed. We do not hold MDTS in December because we 00:09:52
are usually busy around the holidays and we don't get a lot of participation, so we decided to. 00:10:00
December's to prepare for the next year. 00:10:08
Some of the Special Needs and Veterans Limited English proficiency clients. We had four of the clients that we served that were 00:10:13
built to the county had special needs. 00:10:19
And then? 00:10:26
All together with other funding sources, we had 137 clients with special needs, 7 veterans, and 31 clients with language. 00:10:28
English preference Limited. English proficiency. 00:10:39

Some of the efforts that we have provided to preserve county resources. 00:10:46
I had some help with this from our Sheriff's Office that one of the detectives helped me out with figuring out how we do that and 00:10:54
this is what we came up with. We're employing advocates specific to our county. 00:11:02
We provide virtual MDTS to save gas, mileage and time for MDT partners to attend. 00:11:10
We provide outreach in our county. 00:11:17
Saving gas mileage and time for community partners and potential clients to attend any of our outreach efforts. 00:11:20
We provide transportation for victims to save mileage, gas and time for law enforcement. 00:11:27
We have the ability to store evidence for law enforcement for the same program, so that saves the county gas mileage and time so 00:11:33
they don't have to go pick up their evidence from Albuquerque. 00:11:38
We are providing education to the MDT Community partners in the county served with our MDT 101 and mandatory reporting training. 00:11:44
We provide better intervention services for offenders to prevent further victimizations and abuse cases. 00:11:53
We are providing no cost mental health services in the county, including telehealth service. 00:12:02
Services to prevent more crisis calls. 00:12:07
We also provide shelter and housing assistance to our clients in the county to prevent homelessness and re victimization. 00:12:11
And then this last one I wanted to share achievements, challenges and goals. 00:12:19
Achievements This quarter We were voted the best nonprofit in Valencia County that for 2023. 00:12:26
From the news bulletin as well as the Valencia Chamber of Commerce. So we got two awards for that. 00:12:33
Challenges. We had this. 00:12:40
Just needing more outreach and training and education time in the community, including schools, clinics, childcare centers, 00:12:43
salons, hotels, etcetera. 00:12:47
And we had some challenges with our. 00:12:53
Umm, in our forensic interview room. 00:12:57
Goals for the next quarter? 00:13:00
Fostering MDT partnerships, developing SANE under VSS. So we will be taking over the same unit. Right now it is a satellite, same 00:13:02
unit. 00:13:07
From Albuquerque, Spain and we are going to, it's going to become the VSS sane and it will be under our agency. 00:13:13
Fully by the end of this year or by the end of this year, it should be done. 00:13:21
So we're developing that and we are hiring a child advocacy center coordinator so that I can focus on the. 00:13:26
And that will be happening next week is when we're going to hire for that position. 00:13:35
We're going to do more outreach in the clinic, schools and other organizations in the community. 00:13:40
And then we're going to purchase and have installed new forensic interview recording equipment in the both forensic interview 00:13:45
rooms. 00:13:49
And this equipment is specialized equipment specifically for forensic interviews. So hopefully that will help our sound problems. 00:13:53
Our long term goals, we are going to be hiring a medical coordinator which is also going to be a sane nurse to. 00:14:03
And a medical director for the VSS same unit, so that we can get that up and running. 00:14:10
And we're going to be working with the Walgreens pharmacy to prescribe medications to our patients. 00:14:16
And then we are going to be creating, printing and distributing outreach materials for the new VSS. Same unit for when we do. 00:14:22

My name is Pamela Skinner and this is my first time to address this Commission, so I'm a little nervous and a little excited. 00:17:17
I am the coordinator for the Community Wellness Council. And for those of you who are not aware, oh, I'm sorry, I left the packet 00:17:24

The Community to Wellness Council is the Health council for Valencia County. 00:17:42
And has been for many, many years, even before I started with. 00:17:47
We have been operating as such and we are one of the. 00:17:51
Health councils that is actually established as a non profit 501 C. 00:17:55
And we have a governing board, which you'll find on Page 2 the members of our governing board that are current. 00:18:00
Question is, what does the Health Council do? 00:18:08
Well, our function is policy advising, assessing, monitoring, community engagement, and collaborative interventions and efforts. 00:18:11
Health councils were established by House Bill 137 and have been in place for many, many years and have by all. 00:18:22

Suffering, I guess you would say, financially. 00:18:35
As of yet, because of the different changes that have happened, you know, with the funding for health councils. 00:18:39
Fortunately, we are not one of them. Believe it or not, we are operating very, very well and doing well right now. 00:18:45

Part of the 100. 00:19:02
Communities Initiative for the state of New Mexico and also 100% Communities and 100% Valencia for Valencia County. 00:19:05

We have a task force that covers youth mentoring, early childhood, medical, dental jobs, behavioral health, Community Schools, 00:19:22
housing. 00:19:26
Food, parenting and transportation. 00:19:30
Since we started this program, I would just like to touch on some of the things that we have accomplished. 00:19:34
We have put all of the 10 task forces into. 00:19:40
We hold monthly core team. 00:19:44
We have now contracted with two coordinators. I am one. The second one is Miss Shannon Barnes. 00:19:46
We have done 13 outreach events. We managed 2 social media pages. 00:19:52
We have free funders identified. 00:19:57
In amount of 130 K designated for this work. 00:20:00
And we also maintain the website and the resource directory. 00:20:04
And if I could touch a little bit, I think I'm going to come to that a little bit later on our resource directory just to address 00:20:09
that issue that you were discussing with the assess as far as how to get their word out there and get their organization. 00:20:16
To everybody in Valencia County, we do have that venue available and they do participate on there, but we can't tie it even 00:20:23

The next issue I want to bring up, and you'll find it in your little pamphlet, is our 100% Family Center. 00:20:34
This is going to be a $1.3 million project that we're going to be trying to establish within. 00:20:40
County this is a one stop service hub. This is going to be a place where everybody can come to to look for services. 00:20:46
That way they don't have to go traveling all over Valencia County, especially in our rural areas we want. 00:20:54
Bring a central location for all of this to happen we are currently establishing. 00:21:01
Preparing the. 00:21:08
To bring these funds to Valencia County. So that is one thing that we really, really are excited about. 00:21:10
Being able to bring the 100% Communities initiative, 100% Valencia and the One Step hub. 00:21:16

So and believe it or not, we're thinking we're going to be able. 00:21:24
Collaborate with all of our partners and be able to get this done. 00:21:28
Initial funding will come from the 100% Community initiative and like I said, that's going to be approximately $1.3 million. 00:21:32
OK. Another thing that we had to do is we did, we actually contributed to the state health improvement plan. 00:21:41
On the community efforts of us and what the needs are Valencia County. So we went out to all the Valencia County, we did a survey, 00:21:50
we had several crunches where we invited people in. 00:21:55

Their input? We wanted to know what Valencia County needs were. What? What do you need from us? What do you need from us as the as 00:22:02
the Health Council? 00:22:06
We went so far as to El Settle. 00:22:11
Forest Meadow. 00:22:14
All the way past. 00:22:16
And I can never remember the name of the little town that's way out there in the corner. What is that little town way out there in 00:22:19

Meadows. We even went to Highland. 00:22:27
So we got everybody's as much input as we could from a diversified population, so that we got everybody's input, not just one. 00:22:29

The top three health priorities that were identified with mental health services, substance use, harms prevention and increased 00:22:40
healthy food access. 00:22:44
Especially for the outer line areas of Blancy. 00:22:51
It's the issue with transportation, everything else that falls into place. 00:22:54
It just makes it so hard for these people to access these services. 00:22:59
We also did a survey and we had over 350 completed surveys that were processed by. 00:23:04
The University of New Mexico in Las Cruces. 00:23:12
They do that. No, New Mexico State, I'm sorry, Las Cruces is New Mexico State. I'm sorry. I used to refer to it as. 00:23:16
Another term because my son actually went there. 00:23:24

So we did get a result back from those surveys. 00:23:35
And the services were ranked in order. One was medical, second one was dental, early childhood food. 00:23:39

all of our 10 task forces. 00:23:51

So that's how we identify the 10 task forces that we wanted to have in place in Valencia County in order to support and try to 00:23:59
