And our first speaker of the evening is going to be Victoria Archuleta. | 00:03:41
If you can come up. | 00:03:45
And I'm sorry, Danny, I'm going to introduce you Victoria's new Economic Development Director for the Village of Los Lunas. | 00:03:47
No Victoria from Waze, back from leadership, New Mexico. | 00:03:55
She'd like to introduce yourselves to you all and tell her little bit about yourself. | 00:03:59
Think. | 00:04:03 | |
Thank you Danny. Members of the Commission, it is of course pleasure to be here to introduce myself. As Danny said, my name is | 00:04:04
Victoria Archuleta. I just started 3 weeks ago as the Senior Economic Development Director for the Village of Los Lunas and wanted | 00:04:10
to just of course say how excited I am to be able to work in greater Valencia County to promote the attraction and retention and | 00:04:16
expansion of. | 00:04:22
Businesses, both small, locally owned and large here in the community and working together with each of you to make that possible | 00:04:28
and perhaps in some future in a couple. | 00:04:32
Months. Once I am a little bit more settled in, would love to come back, maybe give a more formal economic update and and | 00:04:38
presentation to the Commission. | 00:04:42
Great. | 00:04:47 | |
Thank you so much. Thank you. | 00:04:48
All right. Next speaker we have tonight is Deandra Lee. | 00:04:52
And again, folks, if you come up to the podium, if you could just. | 00:05:00
State your name, address for the record and and keep your comments towards the common. | 00:05:05
My address. | 00:05:10 | |
Yeah, just so that you're a. | 00:05:11
Lindsey County resident or not. | 00:05:13
OK. | 00:05:15 | |
This Facebook Live. | 00:05:17
Uh, yes, ma'am. I will not be stating my address for the record county resident. | 00:05:19
Yes, I am. | 00:05:24 | |
My name is Deandra Lee. | 00:05:26
And I am here today to share a timeline of events of some issues I have been currently having and still having. | 00:05:28
With the Valencia County Sheriff's Department. | 00:05:35
On June 26th at 2311 I contacted the non-emergency dispatch requesting an officer to my residence. | 00:05:38
To file a report of assault and threats of bodily harm from a local farmer who had been drinking. | 00:05:46
And assaulted me as I stood on my property behind my pipe fencing. | 00:05:51
2318 dispatch called me back. | 00:05:55
Patched through a call from Deputy Shane. | 00:05:58
I told him what happened, explained on multiple times through the conversation that he had been drinking, assaulted me, threatened | 00:06:01
me bodily harm and was still sitting on the ditch bank behind my home. | 00:06:06
Zero response to my home. | 00:06:12
On 6/25 I sent a message via Facebook Messenger to show Sheriff the hill with limited to no details, letting her know that I'd had | 00:06:15
an issue. | 00:06:19 | |
With how they call was handled and I was instructed to call and ask for a Sergeant on duty. | 00:06:24
And that I was welcome quote. | 00:06:28
Well, UN quote. I was welcome to file a complaint and we can look into it for you. | 00:06:31
625 I called non-emergency at 1314 and requested the Sergeant on duty Returned my call. | 00:06:36
At 3:00. | 00:06:43 | |
And 6:25 at 1331 Sergeant Brown returned my phone call. | 00:06:44
During my 19 minute, 8 second phone call, I was basically scolded being told that I would not have been assaulted had I not | 00:06:49
engaged with the farmer verbally. | 00:06:54
On 6/26 at 11:15, Lieutenant Espinoza called me unsolicited, maybe at the request of the Hill, I'm not sure. | 00:07:00
To follow up with my message. | 00:07:09
But he wanted me to wait another two days from there. | 00:07:11
For Deputy Shane to come back on duty and have him deal with the situation that he should have already dealt with two days | 00:07:14
previous when I called. | 00:07:18
On 6/26 at approximately 12/30/13 hundred. | 00:07:23
After denying that that was acceptable to Espinoza the day before. | 00:07:28
He sent out officers Deputy Lyle and Deputy Baca, who responded to my residence. | 00:07:32
Interviewed me, investigated, looked at what my claims were and also looked at a video and from that video determined. | 00:07:38
That criminal. | 00:07:46
Charges be filed against the individual that assaulted me. | 00:07:47
But then on 6/29? | 00:07:52
I turn in a typed formal complaint against Deputy Shane. | 00:07:54
And Sergeant Brown not only to the Valencia County Admin Office across the street, but to the County Managers office down the hall | 00:07:59
here. | 00:08:03 | |
I spoke with Michelle on 8/15. | 00:08:08
Umm. | 00:08:13 | |
Thank you. | 00:08:14 | |
Thank you. | 00:08:16 | |
My husband's will be up to finish where I left off. | 00:08:17
They would profit. | 00:08:21
David Prophet, I am a Valencia County resident. | 00:08:30
Want to finish up reading? | 00:08:33
Where she left off. | 00:08:35
On 8/15/23, I called the county manager's office and spoke to Lachelle. | 00:08:36
To inquire about my complaint. I was told it would be locked, looked into and someone would call me back. | 00:08:42
8/18/23 at 1019 I called again. | 00:08:50
And checked on the status of my complaint, since I had still not heard from anyone in regards to my complaint whatsoever. | 00:08:55
I was told. | 00:09:02 | |
That both Denny Monette and then also Michelle Lachelle. | 00:09:03
As a follow up had spoken to the Undersheriff. | 00:09:08
Jeff Noah and is aware of my complaint and should expect to hear back from Noah soon. | 00:09:11
On 8/18/23 at 1023. | 00:09:17
I left a detailed voicemail for Noah and requested he call me back. | 00:09:21
On 8/24/23 I had the hearing. | 00:09:26
For the restraining order and was attempting to obtain. | 00:09:29
Against the individual that assaulted me. | 00:09:33
To my surprise, both Sergeant Brown and Deputy Shane showed up as a witness for the opposing party. Sergeant Brown condoned the | 00:09:35
assault yet again from the witness. | 00:09:39
Stand. | 00:09:44 | |
By stating under oath that he had done the same thing, he would have done the same thing. | 00:09:46
Assault is illegal. Is illegal. Is illegal. | 00:09:51
Period. And to have Valencia County Sheriff's Sergeant condone the actions is despicable, to say the least. | 00:09:55
On 8/28/23 at 9:17, I again called the county manager's office and spoke to. | 00:10:02
Lachelle told her I would like a meeting with Danny Monette. I was told that. | 00:10:08
Mr. Barnett schedules his own appointments and she would notify him of my request. | 00:10:12
On 8/28/23 at 10:59 I received a phone call from Chief Deputy. | 00:10:18
John. | 00:10:23 | |
Jerome. | 00:10:24 | |
Full of attitude and obviously annoyed that he was the person who had the task of returning my phone call in regards to the | 00:10:25
complaint filed at 6/29/23. | 00:10:30
A day start of two months since the complaint had been filed, I was told that all of my complaints have been found. | 00:10:35
Unsubstantiated. | 00:10:41
On 8/28/23. | 00:10:43 | |
At 1134, I received a second phone call from deputy. | 00:10:44
Perrone allowing that he. | 00:10:49
Had missed some of the notes and a couple of the complaints have been found to be substantial. | 00:10:52
And that the parties involved have been spoken to in regards to my complaint I asked for. | 00:10:58
That in writing for the Valencia County Sheriff's Office website policy. | 00:11:03
For formal complaints, Chief Deputy Tyrone said it was his fault the letter had not been sent out and would get one out sent out. | 00:11:07
On 8/31/23 I received what I will refer to as a generic form letter signed by Sheriff Hill herself. | 00:11:14
I have the rest of that timeline here. | 00:11:28
I'll be back with your next meeting somewhere documentations. | 00:11:35
Thank you. | 00:11:48 | |
Alright, so that finishes up for public comment for us. Thank you for everyone who spoke. | 00:11:50
Next item is discussion. These are non action items. | 00:11:56
We're going to start with Commissioners. Any items to present this evening, Commissioners? | 00:11:59
Commissioner Brazil. | 00:12:04
Talk to. | 00:12:07 | |
Your hand. | 00:12:11 | |
How about? | 00:12:13 | |
A little bit more. | 00:12:15
Can about the hospital. | 00:12:19
What has transpired? | 00:12:21
And there's a. | 00:12:23
A lot of stuff and and can't say because of non disclosure statements that we all had to sign. | 00:12:27
But. | 00:12:34 | |
Mr. Peto. | 00:12:35 | |
Drafted a statement and I'm going to ask him if he would read it. | 00:12:38
As far as what has transpired and what we can disclose. | 00:12:41
On the hospital. | 00:12:45
Mr. Chairman, Commissioner, Brazil, I. | 00:12:46
I have a statement that I can read or I can just briefly brief the Commission on on what we can share so. | 00:12:48
If you'll recall, back in the special session and the 3rd special session 2021. | 00:12:55
The legislature appropriated. | 00:13:01
$50 million for the construction of the hospital here in Valencia County. | 00:13:03
Within several months of. | 00:13:09
Then passing that, we negotiated a contract with DFA. | 00:13:11
By which we would secure reimbursement for expenditures made. | 00:13:15
Of those appropriated funds. | 00:13:19
Shortly thereafter, in mid March of 2022, the county directed the preparation of a solicitation to identify provider, believing | 00:13:21
that it would be more appropriate to have a provider on board who can help the county to. | 00:13:28
Design and develop and implement a hospital that would meet the needs of the provider rather than one that the county thought it | 00:13:35
might need. | 00:13:39 | |
So we issued the RFP in August 2022. | 00:13:43
Umm. | 00:13:49 | |
Received, I mean, we issued it back in March 2022. We received the responses in August 2022. | 00:13:50
And since that time we've been negotiating with the provider, the, the healthcare facilities contract. | 00:13:56
And pursuant to the Procurement Code, the contents of competitive seal proposals are not subject to disclosure during the. | 00:14:03
A negotiation period, which is why it's still on executive session while we're continuing to discuss the negotiation of the | 00:14:11
healthcare facilities contract and executive session. | 00:14:15
But the work has continued and I want to share what what's gone on since then. | 00:14:19
Umm. | 00:14:24 | |
We identified a challenge you know and and working through the the the healthcare facilities contract with the provider that we | 00:14:25
brought to our legislative delegation this past session. | 00:14:29
In January and that resulted in both an extension of the time within which we had to expend the proceeds, the the, the, the | 00:14:34
appropriation proceeds until 2026. | 00:14:39
And also allowed for the use of 5% of the appropriated funds for pre opening expenses. | 00:14:44
We're continuing to work through a couple of other obstacles. | 00:14:50
Presently. | 00:14:54 | |
As it relates to the the actual design and construction of the hospital, of course we don't want to sit and wait to hammer out the | 00:14:55
details of the healthcare facilities contract. | 00:14:59
Or to to get started on the actual construction component of the hospital, because we do have a fixed time within which we can get | 00:15:03
this constructed. | 00:15:07
Accordingly, we issued phase one of the design build for the hospital. | 00:15:12
And we've taken the input of and we've cooperated and coordinated with the hospital and their folks to to help to incorporate | 00:15:17
their needs into that design build. | 00:15:21
And this the county is shortlisted. | 00:15:27
Design build offer from phase one. | 00:15:30
The architect is presently working on the phase two for the design build and we hope to have that on the street by the end of the | 00:15:32
month and to have a contract awarded. | 00:15:37
For the construction by December. | 00:15:42
So that's the update that I have for the board and I stand for any questions. | 00:15:44
Thank you, Sir. Thank you. | 00:15:54
Mr. Chairman, regarding Employee of the Month, I'd like to have Ruston Porter, our procurement officer, come to the podium. | 00:16:01
Getting chairman commissioners. | 00:16:11
This this month I'd like to present this to a couple of guys. | 00:16:13
But before I get there, I I just kind of want to thank a few other people. As you can see, there's obviously some big changes that | 00:16:17
happened in the Commission chambers. | 00:16:21
So I just want to thank manager Monette. | 00:16:25
Lena. | 00:16:27 | |
Tests department. | 00:16:30
They they did a lot of work in here over the last week. | 00:16:31
Loretta for allowing me to be in here most of the week. | 00:16:35
And just kind of helping out. | 00:16:39
So with that being said. | 00:16:40
These two gentlemen are from the public Works department. | 00:16:43
And and like I said, Lena was very courteous to allow me to utilize them to. | 00:16:46
To to to get this work done in here and they just did an amazing job. So all of the podium work. | 00:16:52
The the sign on the front and that was all done by Gabe Sanchez and Michael Lawson. | 00:16:58
So I would just like to recognize them for. | 00:17:03
All that great work that they put into the Commission chambers here and. | 00:17:05
You know, I think it's really nice to. | 00:17:08
Move forward with some some upgrades and hope everybody in. | 00:17:10
You know, enjoys it and. | 00:17:14
But these guys, they put in a lot of work over the last five days to be ready for tonight. So I kind of, I kind of put them on it | 00:17:16
at the last minute and they they came through, you know we worked a couple a little bit over the holiday weekend and you know they | 00:17:20
just, they busted it out and it looks great so. | 00:17:25
Again, Gabe Sanchez and Michael Austin. | 00:17:30
Because I'm saying this. | 00:17:39
Looks. I was quite surprised when I walked in today, so it looks good. The hallways coming along, so. | 00:17:42
We thank you guys for your hard work and. | 00:17:49
It obviously went noticed because you guys are here. | 00:17:51
Representing Valencia County tonight is our employee of the Month and we thank you so much for. | 00:17:55
Your willingness to. | 00:18:00
Just work hard every day and and be an example for others. | 00:18:01
Thank you for giving us a chance. | 00:18:05
Thank you. | 00:18:09 | |
And then have their their certificates and their. | 00:18:13
Gift cards and stuff. So congratulations again. Thank you. Thank you again. | 00:18:16
Looks beautiful. | 00:18:20
Thank you, Chairman. Commissioners. Thank you Mr. Chairman, just two other announcements as you did say Friday the 8th. | 00:18:21
That's day after tomorrow. The building will be closed at 4:00. | 00:18:27
So the employees can attend Employee appreciation that evening. | 00:18:31
And on 9/14 like remind everybody, Smithco counties day, State Fair, so it's gathering the counties. | 00:18:35
That's it, Mr. | 00:18:41
Mr. Money, we're gonna have a booth at the gathering. Yes, Sir, we will. | 00:18:43
Great event for us to get Fluency County out there and. | 00:18:47
And put out some applications and get some folks from around. | 00:18:51
On the state so. | 00:18:55
I'm glad we're going to be. | 00:18:57
Representing Valencia County at the Mexico State Fair. | 00:18:58
Alright. Are there any other? | 00:19:03
Reports Commissioners maybe forgot. | 00:19:05
All right, now we're going to move right into action items. We got #6. | 00:19:08
This is proclamation of Childhood Cancer Awareness Month and Valencia County. | 00:19:12
I don't know who would like to present. I'll present this since Commissioner Zeiss is not here this evening. | 00:19:20
We have. | 00:19:25 | |
A request to consider. | 00:19:28
A proclamation for Childhood Cancer Awareness Month. | 00:19:31
And I can read this proclamation very quickly. | 00:19:35
But we have a few folks here, I think, in the audience that are. | 00:19:39
Here to speak to it, if you're. | 00:19:42
Your. | 00:19:45 | |
Want to You can go first. | 00:19:46
And then I'll really proclamation for you. | 00:19:48
This wonderful lady helped us. | 00:20:00
Start off the meeting with the Pledge of Allegiance. So we thank her again for that. Thank you, Natalie. | 00:20:02
All right. Well, thank you for having us. This is Natalie. She's 14 years old. | 00:20:08
Umm. | 00:20:13 | |
She was diagnosed. | 00:20:14
With brain cancer in 2019. | 00:20:16
She's been battling ever since. | 00:20:19
Most recently, she got diagnosed with a third brain tumor in. | 00:20:22
January. | 00:20:27 | |
She just had brain surgery on August 18th, if you could believe that. She was so good. She's doing so well. | 00:20:29
So now we just. | 00:20:37
They're going to start the next phase of treatment which will probably start like on the 18th of September. So anyway, we just | 00:20:39
want to, you know, thank you guys for doing this for us. | 00:20:44
First, Children's Cancer Fund of New Mexico. They're so supportive and like such an awesome organization for. | 00:20:49
Children and families. | 00:20:56
They have to go through this. | 00:20:57
You know. | 00:20:59 | |
This diagnosis that nobody ever wants to go through, but we just. | 00:21:00
I just appreciate it and it helps families like this. | 00:21:05
Get through it, but without the support and the. | 00:21:10
Umm. | 00:21:13 | |
You know, the awareness. | 00:21:14
We couldn't do that. There's so much. | 00:21:17
There's so much that. | 00:21:19
People don't know about childhood cancer. | 00:21:21
You know, we hear about breast cancer, we hear about all that, but. | 00:21:24
Only 4% of funding goes to childhood cancer. | 00:21:28
Umm. | 00:21:31 | |
Awareness and you know, research rather and. | 00:21:33
We just want to get it out there because our kids are our future and it's so important. | 00:21:36
And. | 00:21:41 | |
You know, we need better treatments. We need safer treatments and. | 00:21:42
The support of our Valencia County community has been tremendous. I mean, I I put it on Facebook and I have a lot of friends and | 00:21:47
it gets shared and. | 00:21:51
You know, we've had so much support. We love our, we love our county so. | 00:21:55
You know, I've been here my whole life. | 00:22:00
So we just appreciate all you guys. Thank you very much. | 00:22:03
We thank you guys for bringing this to us tonight. | 00:22:07
I'm sure I can say for the rest of the Commission, we're. | 00:22:11
More than happy to. | 00:22:14
Have this on our agenda this evening. | 00:22:15
But if there are any other commissioners like say anything. | 00:22:18
Right here I know this is not. | 00:22:20
Regular. | 00:22:23 | |
But if you're going to stay for the Commission meeting? | 00:22:23
Why won't you come up here and sit with us? | 00:22:26
Yeah, and and. | 00:22:28
Be part of Valencia County. | 00:22:30
If if you're if it's alright with your parents. | 00:22:32
There's. | 00:22:35 | |
You wanna sit up here as one of the Commissioners? An honorary commissioner for the for the evening? | 00:22:35
Pretty good. | 00:22:41 | |
Alright, so. | 00:22:49 | |
As Natalie comes up, I'm going to go ahead and read this proclamation. | 00:22:51
So it starts, whereas the Valencia County Board of Commissioners met upon notice of a business meeting. | 00:22:56
Duly published at the Lawrence County Administration Building. | 00:23:02
444 Avenue Luna Ave. Los Lunas, NM 87031. | 00:23:05
On Wednesday, September 6th, 2023 at 5:00 PM. | 00:23:10
As required by law and whereas childhood cancer is the leading cause of death. | 00:23:14
By disease in children and whereas one in 285 children in the United States. | 00:23:18
Will be diagnosed by their 20th birthday and. | 00:23:23
Whereas 46 children per day. | 00:23:26
Or 16,790 children per year are diagnosed with cancer in the US. | 00:23:28
And whereas at least one child from New Mexico is diagnosed with cancer each week. | 00:23:33
And whereas 13 children from Valencia County are currently being treated. | 00:23:38
For childhood cancer in Albuquerque and whereas the average age of diagnosis is 6 years old. | 00:23:42
And whereas 80% of childhood cancer patients are diagnosed late. | 00:23:47
And with metastatic. | 00:23:52
Disease and whereas on an average there's been a .6% increase. | 00:23:54
In incidents per year since the mid 1970s, resulting in an overall incidence increase of 24%. | 00:23:59
Over the last 40 years and whereas 2/3 of childhood cancer patients. | 00:24:05
Will have chronic health conditions as a result of their treatment toxicity. | 00:24:09
With one quarter being classified as severe to life threatening and. | 00:24:14
Whereas approximately 1/2 of childhood cancer. | 00:24:17
Families rate the associated financial toxicity due to out of pocket expenses. | 00:24:20
And considerable to some beer. | 00:24:26
Whereas in the last 30 years, only 60 drugs have been approved by the FDA to specifically treat childhood cancer. | 00:24:28
Whereas researchers and healthcare professionals work diligently. | 00:24:35
Dedicating their expertise to treat and cure cancer children with cancer. | 00:24:39
And whereas too many children are affected by this deadly disease. | 00:24:43
And more must be done to raise awareness and find a cure. | 00:24:47
Now, therefore, be the Board of County Commissioners of Orange County. | 00:24:50
Hereby proclaims September 20. | 00:24:55
23. | 00:24:57 | |
Has Childhood Cancer Awareness Month in Valencia County. | 00:24:58
Alright. | 00:25:09 | |
So with that. | 00:25:10 | |
Absolutely. | 00:25:15 | |
All right. So with that. | 00:25:44
Do I hear a motion for approval? | 00:25:47
Of this item. | 00:25:49 | |
Mr. Chair, like to make a motion for approval. We have a motion from Commissioner Bizzell. | 00:25:50
2nd, 2nd from Commissioner Richardson, any discussion on the motion and 2nd. | 00:25:54
Commissioner Richardson, how do you vote? Yes, Commissioner Buzzell. Yes, Commissioner Sparkman, I need to consult my colleague. | 00:25:58
What? | 00:26:06 | |
OK, it's a yes. Natalie, how do you vote? | 00:26:08
And I vote yes, so we have a. | 00:26:13
We have a past resolution dedicating September 2023 IS. | 00:26:16
Childhood Cancer Awareness Month. | 00:26:21
Congratulations. | 00:26:23
All right. | 00:26:25 | |
All right. Moving on, we have. | 00:26:39
Item number 7. This is an approval of a resolution. These are state bars. | 00:26:41
And our presenter this evening is Miss Loretta Trifield. | 00:26:46
Good afternoon, Mr. Vice Chair, Commission. | 00:26:53
Mr. Chair, if I may address modeling rather quickly, absolutely. | 00:26:57
Natalie, where we support you. You look wonderful. We're just going through surgery recently. | 00:27:02
And your positive attitude, I can feel your positive attitude will get you through this. Hang in there, OK? | 00:27:08
So I have a. | 00:27:16 | |
Resolution for your consideration and this is our state budget adjustments and I have a placed. | 00:27:19
Insert it and update it bar in your packets. | 00:27:25
To include the last four items on the first section, the general operating fund this are necessary and Danny will speak a little | 00:27:30
bit to yes, if I may. Thank you Loretta Commissioners. | 00:27:35
If you look at that, there's a few items that have been added to that list. | 00:27:42
And these are out of necessity. One is. | 00:27:46
For the Sheriff's Office, the lieutenants. | 00:27:49
I I will take the blame for it being my oversight when we did the raises this last year. | 00:27:52
Everybody got raises other than the lieutenants got a 5% when the rest of the department got 12 1/2 and it's created some | 00:27:57
compression wage compression. | 00:28:02
So it would be a total cost of $41,591.21 to bring up them up to the 12.5%. | 00:28:07
And the second one is. | 00:28:15
Correct. Excuse me. | 00:28:17
Court security officers. | 00:28:19
We have not had an applicant for court security in five or seven. | 00:28:21
Five to six months or better. | 00:28:24
And what we're doing here is bringing them up to what is being paid in Sandoval County. Currently ours are making anywhere from | 00:28:27
$16.99 to $17.64. | 00:28:32
This will bring all of them up to $19.50 so. | 00:28:38
I ask for your approval on that and chief Prop is here because. | 00:28:43
We are having issues with ambulance service within the county and I would like to for Chief Prop to be able to discuss that a | 00:28:47
little bit. | 00:28:50 | |
Good evening, Chairman, Commissioners, Madam. | 00:28:57
Honorary Commissioner. | 00:29:01
As Danny mentioned, we. | 00:29:04
We've been running into kind of a reoccurring issue with AMR, which is our transport entity as far as staffing issues on their | 00:29:06
behalf. | 00:29:11 | |
About two weeks ago. | 00:29:16
AMR cut their service at night to the point that we have two units in the county. | 00:29:18
At night. | 00:29:24 | |
And that's for Valencia County, Los Lunas, Berlin, Real Communities, Bosky Farms and Peralta. | 00:29:25
As you can imagine with the call volume that. | 00:29:30
The county has those last about 45 minutes and then. | 00:29:32
We have no units available in the rest of the county. | 00:29:37
Our fire units have been transporting quite a few patients lately and unfortunately we've had some scenes. | 00:29:39
Where our crews are on scene in basically a fire engine. | 00:29:47
And don't have the opportunity to take a patient to the hospital. It needs to go. | 00:29:52
Usually that's because. | 00:29:56
They're clearing off of another call. Something's going on, but what we're looking to do is, is add two more ambulances into our | 00:29:58
fleet. | 00:30:02 | |
That way we have the necessity and the ability to transport patients as they come up which. | 00:30:07
Again has been has been much more frequent and we anticipate is going to. | 00:30:12
Stay the same, if not get a little bit worse. So we're trying to get ahead of that problem by adding these vehicles into the fleet | 00:30:18
we can we can start to overcome that and create a long term strategy for. | 00:30:23
Of being sustainable in the county. | 00:30:29
And I'll take questions. I'd like to add a couple of comments if I could. | 00:30:31
It's a trend we're seeing. | 00:30:36
Across the state of New Mexico. | 00:30:37
Ambulance service is becoming nil to None. | 00:30:40
A different ambulance services are starting to build counties for services. | 00:30:43
It'd be more efficient for us to do this. | 00:30:47
These funds will not come out of the general fund. These are fire funds that are already there that we have the money to do this. | 00:30:50
It will not affect our general fund whatsoever. | 00:30:54
I think it's a a good resource for us to use our fire funds for. | 00:30:58
And Chief Prop shared with me a story that. | 00:31:02
7 to 10 days ago. | 00:31:05
We were basically out of. | 00:31:07
Service at our fire stations because. | 00:31:10
Two or three of our fire stations were the emergency rooms, now Albuquerque, waiting to get people admitted as well as. | 00:31:13
AMR was out of the county with their two ambulances. | 00:31:19
And one or two of the municipalities had theirs out. So we had no coverage around the county whatsoever and I think this is a | 00:31:22
safety issue for the county. | 00:31:25
And I hope we move forward on this. I think it's an emergency type situation. | 00:31:29
Mr. Chairman, if I might also add. | 00:31:34
We discussed earlier potentially adding an emergency item on tonight's agenda to secure the acquisition of the ambulances, but | 00:31:36
after having a visit with the Fire Chief, Danny and. | 00:31:40
Mr. Hugh. | 00:31:45 | |
Umm. | 00:31:46 | |
The board has considered and has approved a budget adjustment resolution authorizing. | 00:31:47
Those Fire Protection funds to be utilized for the acquisition of the ambulance. | 00:31:52
This evening and with the resolution that you'll be considering later this on the agenda. | 00:31:56
Relating to the manager's authority, this would allow the manager to go ahead and effectuate the purchase without any sort of | 00:32:01
emergency action. | 00:32:04
Needed by the Commission so. | 00:32:07
Umm. | 00:32:09 | |
All right. Any questions, Commissioners? Chief? | 00:32:13
Mr. Bissell, have you, have you have you already identified the? | 00:32:16
The ambulances where they are the. | 00:32:19
Cost of them, have you? | 00:32:21
Are they available? | 00:32:23
Commissioner, yes, so we. | 00:32:24
We found one that's a a used unit and let me give you some context to that we. | 00:32:26
We reached out to a series of manufacturers. | 00:32:32
To purchase a new ambulance, the first date that we're getting is first quarter of 2026. | 00:32:37
Which means, obviously, we're looking. | 00:32:44
Well over 2 years for the delivery of a unit. So we identified one used unit from. | 00:32:46
From one of the ambulance manufacturers. | 00:32:51
Has 18,000 miles is comes with a warranty. Is in good shape. | 00:32:54
We feel like that's a a good purchase and. | 00:32:59
You know, if we're able to. | 00:33:03
Purchase new down the line. | 00:33:05
This one will still be good to fall into a reserve role. | 00:33:06
The second one we we thought we had today and to give you an idea of what this market looks like was in discussion with them this | 00:33:09
morning. | 00:33:13 | |
Right before coming to the meeting. | 00:33:18
Got a call that that unit had already been sold, so. | 00:33:19
We're in a position where. | 00:33:23
We kind of are just going to have to. | 00:33:24
Stay on top of it. | 00:33:26
And if we can find a good. | 00:33:28
Quality vehicle and if we can find a used one coming up in production that gets cancelled we'll we'll certainly move on that as | 00:33:30
well. | 00:33:33 | |
My my other question is. | 00:33:37
With the other municipalities, are you talking like a rotation or anything to for? | 00:33:43
Extra coverage. | 00:33:46
Sir. | 00:33:49 | |
Good. Sorry Commission. That way we we make sure that we we don't run out. | 00:33:50
You know, like you blend in Los Lunas. | 00:33:54
Are they willing to go? | 00:33:57
All the way to Los Lunas Belen go all the way to Poland. | 00:33:59
If necessary to help. | 00:34:02
With the medical. | 00:34:04
And Commissioner, the answer to that question is yes. | 00:34:06
The chiefs around the county meet routinely. We discussed this issue. | 00:34:10
And and we see it daily. There are times when. | 00:34:13
Berlin ambulances are coming into the county. We're going into Berlin rural communities as soon as this crossing lines. | 00:34:18
Basically what happens is this, like Vortex opens up, you know, one call starts and then we all start getting sucked in other | 00:34:25
calls and what you're seeing is. | 00:34:29
These responses crossing jurisdictional boundaries. | 00:34:33
All the time. | 00:34:36 | |
What we have agreed on is the fact that right now that's the only way to stay sustainable in the county is. | 00:34:38
The partnership with each other but. | 00:34:45
We also have to be cognizant of our obligations. So for instance, if Berlin needs assistance and we're. | 00:34:47
We're busy. | 00:34:54 | |
We may not be able to provide that unit because our obligation is to keep those units in the county and same thing goes with the | 00:34:55
municipalities if we reach out to them. | 00:34:58
And they're Downing unit. They may, they may deny that request to us. | 00:35:03
But one thing that I'm worried about is. | 00:35:07
Is everybody's gonna be looking for you to you? | 00:35:09
To help. So I'm just wondering is is lost and just have you guys got together Word loss will help blend if your if your units are. | 00:35:11
You take it. Have you guys had those discussions? We have. | 00:35:18
And really, it just comes down to. | 00:35:22
If the resources available, they'll provide it but. | 00:35:24
Again, you know not to speak for a little sentence or balloon, but. | 00:35:28
They're going to keep their resources in their municipalities if they're already down, if they're. | 00:35:32
If they don't have any calls and they've got extra crews. | 00:35:37
We've absolutely seen. | 00:35:40
You know that help or a little sooner will help balloon blowing hopelessness. So it's not just us providing the support the. | 00:35:42
Really, The whole county is working together. But. | 00:35:48
It's continuing to to be a big issue and is is becoming more of an issue. | 00:35:51
Thank you. | 00:35:56 | |
Any other questions? Chief Prop. | 00:35:59
I I have one question, I've seen it done in the past. | 00:36:02
And I know the longest, the the biggest reason why we have such long wait times is. | 00:36:05
Is just basically admitting the patient into the hospital I was. | 00:36:10
Being in the emergency room and seeing those guys sit there for three hours and it's like. | 00:36:13
I don't know why they can't just pass them off, but. | 00:36:17
I've seen in Bosky Farms. | 00:36:19
Years back when I used to live over there. | 00:36:21
Umm. | 00:36:24 | |
Basically like a pass off. | 00:36:25
At the Wells Fargo. | 00:36:27
Is there something we can do like that to basically keep our units in Valencia County? | 00:36:28
Or is it? | 00:36:33 | |
Is it basically? | 00:36:34
Something where we won't get paid for it. | 00:36:36
Well, and unfortunately the the issue becomes. | 00:36:38
The AMR units are are sitting in the hospitals too. So if we have two MRI units and they're stuck at the hospital. | 00:36:41
Than. | 00:36:48 | |
You know, we don't have that resource. We've reached out to the metro area like Albuquerque Ambulance. | 00:36:49
They've made it very clear that they're they're having the same issues that that we're having. | 00:36:53
One thing that we have been working on is with our medical director. | 00:36:58
Is creating a policy for drop off at the hospital so if we bring a patient who's stable, no critical threat? | 00:37:02
Basically saying, hey, after 15 minutes we're going to give the run sheet to the admitting people, we're going to sit the patient | 00:37:10
in the triage area and we're going to clear our unit out. | 00:37:14
Obviously if the patient is. | 00:37:19
Is not stable, then that goes out the window and we will stay with them until they get the turnover. But. | 00:37:21
What we've been finding is, you know, we we transport a lot of very sick people out of this county and our units get stuck for. | 00:37:26
An hour, sometimes two hours at the hospital waiting for a bed to open up. So. | 00:37:33
That plays part of the problem. You know, this new direction we're going with with cutting that down will help a bit, but. | 00:37:40
You know, the patients we're seeing are not. | 00:37:48
You know, abusing the system. They're really in need, so. | 00:37:52
We're going to continue to see that problem. | 00:37:55
OK. | 00:37:57 | |
All right. | 00:37:58 | |
Further questions, Commissioners, on this item. | 00:38:01
Mr. Chair, Commissioner, Brazil, on that aspect of it, I don't know if it would be feasible. Is it something that we could leave? | 00:38:04
An EMT there and bring the hospital and bring. | 00:38:11
Bring the ambulance back. | 00:38:15
Is that possible? Is that? | 00:38:17
I mean, we could, we could certainly look at that. | 00:38:20
One thing we would have to do if we left one of the providers at the hospital. | 00:38:24
Right now our our staffing wouldn't wouldn't allow it. We would need both of them back to. | 00:38:27
Be able to take the next patient. | 00:38:33
And that's where kind of that mutual aid system has been helping, where we're, you know, kind of. | 00:38:36
Not showing each other as we need to. | 00:38:42
But currently I don't think that we would be able to support that. | 00:38:45
OK. | 00:38:50 | |
No further questions. | 00:38:52
Believe we're still on item number 7. | 00:38:55
Misterio, do you have anything else to add to that? | 00:38:58
Mr. Vice Chair, Commissioners, with that being said, the item that we are talking about is on page 2. | 00:39:02
The middle section which is Fire Protection Fund. | 00:39:08
The money that we are allotting to vehicle purchase is from our cash. | 00:39:14
Reserves from the Fire Protection Fund. We have received notice from the office of the. | 00:39:19
Fire Marshall, thank you that we do need to extend all those monies that we're sitting on and and this is something that are a way | 00:39:27
that we can get the necessary. | 00:39:32
Ambulances that we need. | 00:39:38
But expend the money that we were told that we need to expend. | 00:39:40
And with that, that's everything else is pretty standard. | 00:39:43
Budget adjustments and I stand for any questions you may have. | 00:39:49
Alright, so we're from Brazil. | 00:39:54
So on on the second ambulance. | 00:39:57
Do we have the money to purchase a new one? | 00:40:01
And put it on order. | 00:40:04
Expended to expend these funds. | 00:40:07
Commissioner, we. | 00:40:11
We do if that's the avenue we choose to go with. | 00:40:13
We have also put in for two ambulances on our ICP request and I've had some pretty. | 00:40:17
Productive meetings in Santa Fe in reference to that. | 00:40:23
Again, we if we did, we committed the funds to that, we'd be looking probably 2 years before delivery. | 00:40:28
And we would have to figure out again what to do in that. | 00:40:34
In that middle ground and that's that's really my worry right now is. | 00:40:37
What do we do in the two years? | 00:40:42
So we. | 00:40:44 | |
We certainly have that option to to purchase and get in line. | 00:40:46
But I think the other option we could look at is. | 00:40:50
Going into a. | 00:40:55 | |
A contract with one of the companies and saying, hey, how do we plan to budget in the next two years? | 00:40:57
For that new unit. | 00:41:03
But. | 00:41:05 | |
Again, the decision really. I'll take the direction from you. | 00:41:06
Well, I guess my I guess. | 00:41:10
My question is or my comment is. | 00:41:13
Two years, we're going to be in the same boat. | 00:41:15
The county's growing. | 00:41:17
Correct. So you know. | 00:41:19
If we have funds from the fire Marshall, are we, do we, do they replace those funds? | 00:41:21
Where, Where? Next year we're going to be in the same boat. | 00:41:28
No, we are two years. | 00:41:32
No, we won't be in that same position. | 00:41:34
Moving forward. | 00:41:37
Really this is just a good opportunity and part of this is we had a lot of. | 00:41:40
Of carryover from previous years that WE identified. | 00:41:44
And we're able to talk with them and and be able to use some of these funds, but. | 00:41:47
Moving forward, we've been very. | 00:41:51
Fiscally responsible as far as spending down our fire fund. | 00:41:56
To say that we've had a necessity for everything that we've purchased is is 100% accurate, but. | 00:42:01
We've been actually going past our fire fund amount we did last year. We will this year to the point that we're backing it up | 00:42:07
with. | 00:42:10 | |
Money out of GRT and other other places, so I don't foresee us being in a position to have carry over to do another purchase like | 00:42:14
that. | 00:42:18 | |
OK. | 00:42:22 | |
All right. | 00:42:24 | |
Any other questions, Mr. Hill? | 00:42:27
Exactly, Mr. Vice Chair, Commissioner Bizzell. | 00:42:29
The. | 00:42:32 | |
Direction we got from the state fire marshals office is to expend all the money that we have build up. So by this the end of this | 00:42:34
fiscal year we're supposed to. | 00:42:38
Let's spend all that extra money that we have. | 00:42:44
All right. With that, is there a recommendation from the Commission? | 00:42:49
Was Charlie to make motion to approve? Have a motion for approval from Commissioner Bizzell, I'll second second from Commissioner | 00:42:52
Richardson. | 00:42:55 | |
Any discussion on the motion and 2nd. | 00:42:58
Commissioner Richardson, Eddie Well. | 00:43:01
Yes, Commissioner Bozell. | 00:43:03
Mr. Spartan, yes, and I vote yes. | 00:43:04
Mr. Vice Chair and Commissioners, this resolution is 2023 Dash. | 00:43:08
62. | 00:43:13 | |
Aragon. | 00:43:18 | |
OK. Moving on, we'll move on to item number eight, approval of a resolution for bars, Misterio. | 00:43:29
Mr. Chair, Commissioners, I have a a few local bars, not very many and we shouldn't have very many because we're still at the | 00:43:36
beginning of the fiscal year. So we shouldn't have a lot of money to move around at this point. And I just want to point out that | 00:43:42
what we are moving around is mostly into uniform line items. | 00:43:49
Because through. | 00:43:56
Negotiations with unions, they increase the amount that is available to each. | 00:43:58
Employee for their uniforms based on the cost of the uniform. So we had to be creative and move money to allow for those | 00:44:06
increases. And with that I stand for any other questions you may have. | 00:44:12
Any questions, Commissioner? | 00:44:19
Motion. | 00:44:23 | |
Sure. I'll make a motion to approve motion for approval from Commissioner Bissell second. | 00:44:24
2nd from Commissioner Richardson. | 00:44:28
Any discussion on the motion and 2nd. | 00:44:30
Commissioner Richardson, did you vote? Yes, Commissioner, Brazil, Yes. Yes, I vote yes. | 00:44:33
Thank you. | 00:44:39 | |
Mr. Vice Chair and Commissioners, this resolution is 2023 Dash 63. | 00:44:41
All right, Item number 9 is approval of a resolution. This is authorizing Valencia County to submit an application for the FY24. | 00:44:52
Juvenile. | 00:45:00 | |
Room. | 00:45:01 | |
Ahead of me. | 00:45:02 | |
Good afternoon, Vice Chair, Commissioners. | 00:45:04
Again, we are requesting consideration of a resolution. | 00:45:07
Authorizing Valencia County to submit an application. | 00:45:10
For the FY24 Juvenile Adjudication Fund Program. | 00:45:14
Valencia County has been acting as the fiscal agent. | 00:45:19
For the ****** I. | 00:45:22
Valencia County Teen Court program since 2012. | 00:45:23
In order to become eligible. | 00:45:27
And considered for the JAFF funds. | 00:45:29
A resolution signed by county officials must be included with this application. | 00:45:33
With that said. | 00:45:39
I have Jack Siamo should you have any program specific questions available via Zoom. | 00:45:41
But we respectfully request. | 00:45:47
Consideration of this item and and we stand for any questions. | 00:45:50
Any questions, Commissioners, on this item? | 00:45:53
If none, is there a motion? | 00:45:57
Sure, I'd like to make a motion to approve a motion for approval from Commissioner Richardson. | 00:45:59
2nd. | 00:46:03 | |
2nd from Commissioner Giselle. | 00:46:04
Any discussion on the motion and. | 00:46:06
Commissioner Richardson, that you vote yes, Commissioner, Brazil, yes. | 00:46:08
Mr. Sparkman, yes, and I vote yes. | 00:46:11
Mr. Vice Chair and Commissioners. | 00:46:17
This resolution is 2023 Dash 64. | 00:46:18
All right. Item number 10 is consideration of a memorandum of agreement. | 00:46:33
Between the Albuquerque Community Foundation. | 00:46:38
Resound networks and Once county for broadband services in underserved areas of the county. | 00:46:40
Ahead of me. | 00:46:47 | |
I. | 00:46:48 | |
Vice chair commissioners. | 00:46:50
Again, we are requesting consideration of an MOA between Albuquerque Community Foundation. | 00:46:51
Resound Networks and Valencia County. | 00:46:58
In September of 2021. | 00:47:01
Meadows Los Lunas Data Center. | 00:47:03
And Valencia County began discussing county wide projects and planning. | 00:47:06
That aimed to address the lack of connectivity to the Internet within Valencia County. | 00:47:10
Valencia County Broadband Initiative was a project in which Metas Los Lunas Data Center did want to support and partner on. | 00:47:15
As a result, Valencia County was awarded $225,000. | 00:47:23
To partner with an Internet service provider. | 00:47:27
And provide free wireless Internet to residents in our disadvantaged communities of Meadow Lake and El Cerro. | 00:47:30
In January 2022. | 00:47:38
The county did have an MO U executed with Locket. | 00:47:40
An Internet service provider. | 00:47:45
To install the necessary infrastructure and hardware. | 00:47:47
Needed to distribute wireless Internet to Meadow Lake and El Cerro mission. | 00:47:51
Unfortunately. | 00:47:57
In April of 2023. | 00:47:58
The county did have to terminate. | 00:48:00
The contract with Locket. | 00:48:02
Due to obligations under the MOA not being fulfilled in a timely manner. | 00:48:04
All funds have since been returned to the Albuquerque Community Foundation. | 00:48:10
And are currently being held. | 00:48:14
With the assistance of Rural Innovation Strategies, Inc. | 00:48:17
And the state Office of Broadband. | 00:48:21
The county has been able to reengage with other reputable Internet service providers. | 00:48:24
As a result. | 00:48:31 | |
The proposal that has been submitted by Resound Networks. | 00:48:32
Has met the goals. | 00:48:35
As they possess the ability to deliver the free wireless. | 00:48:37
To the residents of Meadow Lake and Osaro Mission. | 00:48:40
At this time, I would let Tessa speak a little bit more in detail on the project deliverables. Firm result. | 00:48:44
Just passed. | 00:48:52 | |
Chairman, Commissioner, so yes. | 00:48:55
Resound networks upon execution of this contract. | 00:48:58
Does promise to have? | 00:49:02
Their services up and running within four to six month timeline. | 00:49:04
They are a brand new broadband provider that have been awarded contracts from the state. They are. | 00:49:08
Were awarded contracts towards the Tierra Grande area, so they. | 00:49:16
Already are in our county, we're just bringing them in to serve our necessities out in El Cerro and Meadow Lake. | 00:49:20
They have executed a full network out in Las Cruces that has been successful. | 00:49:29
I have called multiple references and double checked and crossed all my eyes. | 00:49:35
Everyone has been. | 00:49:41
Extremely happy with Resound, so we've gone back and forth with them and they're able to meet all of our needs. | 00:49:43
Vice Chair, Commissioners, again, the MOA for your consideration. | 00:49:54
Has been signed off by all parties. | 00:49:58
And we respectfully request approval of this item and stand for any other questions you may have. | 00:50:00
Any questions of of these two? Mr. Chairman, Mr. Sparkman, how many people does this impact? How many people take advantage of | 00:50:05
this program? | 00:50:09
Up to 800 residents. | 00:50:13
And that would be in in. | 00:50:15
El Cerro Mission and Metal Lake as well. Yes Sir. | 00:50:17
Thank you SO. | 00:50:20 | |
Before it was limited to 800 residents, but now the cap. | 00:50:22
Is lifted because it's anybody who qualifies for the Affordable Connectivity Program. | 00:50:26
So any resident that qualifies for any type of state services that Medicaid or anything like that can get up? | 00:50:33
A free Internet so that cap can go way past 900. | 00:50:41
So it actually worked out for the better. | 00:50:45
Uh. | 00:50:48 | |
The application process actually comes does not have to do with the county anymore. Resound will take that all. | 00:50:49
In partnership with, you know, the Affordable Connectivity Program that fund is. | 00:50:55
All out from feds so. | 00:51:00
We don't really have to touch it and the cap has now been lifted. Do they have an estimate, just a rough guess, of how many people | 00:51:02
might take advantage of it. | 00:51:06
I. | 00:51:12 | |
I would. I don't. The limit does not exist. | 00:51:13
So any anybody that qualifies for Medicaid, food stamps usually qualifies for the affordable connectivity. So I'm just curious | 00:51:17
because you said. | 00:51:21
The four to six months, is that just setting up the network or is that getting them the hardware to everybody at the same time, | 00:51:26
folks? | 00:51:29 | |
Yeah. | 00:51:33 | |
Thank you. | 00:51:34 | |
So they actually have identified homes that are without service that they are. | 00:51:35
Ensuring us that they can turn up within that four to six month timeline. | 00:51:40
And then is there a timeline that they can take advantage of this or is it just as long as that they they have state benefits? | 00:51:44
Correct, yes. | 00:51:50
Thank you, that's almost return. | 00:51:52
Mr. Richardson. | 00:51:55
Curiosity it will that will the broadband be available to paying customers also? Or yes, yes it is. It's. | 00:51:56
Serving our underserved and anybody. So they have actually did a tier cost breakdown that has. | 00:52:03
Made it significantly affordable for Valencia County residents because we are partnering with them. | 00:52:12
So their normal prices we've been like discounted by a lot. | 00:52:17
So yes, paying residents will also be, there's a lot of places in the county that yeah and and this is a brought a brand new | 00:52:22
provider. So we're talking like Comcast CenturyLink. So Resound is now going to be into the pool. | 00:52:28
With plateau and all that, but it is a fixed wireless. There are licensed wireless so. | 00:52:34
Is something that we don't have, so this is a brand new. | 00:52:39
And they are bringing in their own back. | 00:52:43
Hall of Fibre our previous. | 00:52:45
Contractor The Locket. We are piggybacking off of other fibres. | 00:52:48
They are bringing in their own fiber. | 00:52:53
Good. | 00:52:55 | |
Anything else? | 00:52:57
Mexico sits at a really. | 00:52:59
Opportune. | 00:53:02 | |
Time with broadband is. | 00:53:05
Senator Ben Ray Luhan is the champion of broadband infrastructure. | 00:53:07
Task force that is going on in the federal level. | 00:53:12
I had a conversation with him in. | 00:53:15
February, January. February. | 00:53:18
And talk to some level. Lindsey County is making these strides to make broadband available to all. | 00:53:20
You know, these are federal dollars that could really help. | 00:53:26
Our entire county. | 00:53:29
Becomes served by broadband so. | 00:53:31
With this information. | 00:53:34
And I will have another another meeting in his office. | 00:53:36
I want to go back. Do you see this this? | 00:53:39
Next early spring so. | 00:53:41
If we could, kind of. | 00:53:43
Wrap this up real pretty. I'd like to present it to him and. | 00:53:45
And potentially get us some. | 00:53:48
Further funding for. | 00:53:50
This at a different level, yes. So our our goals are to serve all of Valencia County our initial scope. | 00:53:52
With the meta was to service El Cerro and Meadow Lake. So that's why we are taking care of them as of right now just to so we can | 00:53:59
fulfill that scope of work with them. But we anticipate to apply for more funding, you know assistance from Meta to expand all the | 00:54:06
way out to our southern part of the county as well. So that'll be great. | 00:54:12
To do. | 00:54:20 | |
All right. Any other questions? | 00:54:21
If not, do I hear a motion? | 00:54:24
I'd like to make a motion to approve. You have a motion for approval from Commissioner Richardson. | 00:54:26
2nd 2nd from Commissioner Bizzell. | 00:54:30
Any discussion on the motion and 2nd Mr. Chair? | 00:54:32
I'd like to have some discussion on our honorary use Internet. | 00:54:35
You you use it for school work. | 00:54:39
Do you think it would help the rent? | 00:54:43
Yeah, well, that's what you're homeschooling. You use the Internet probably right to look up stuff. | 00:54:45
You think it would help our residents to have Internet? | 00:54:52
OK then I'm. | 00:54:55 | |
I think we're good then so. | 00:54:57
There's no further discussion. | 00:55:00
Commissioner Richardson Ativo, yes. Commissioner Brazil, yes. | 00:55:02
There's sparkling and I vote yes. | 00:55:05
Thank you both for that item. | 00:55:08
Chairman, Commissioners, if I may address something real quick, I wanted to give a shout out to this lovely lady right here. My | 00:55:11
brother got diagnosed with a tumor in his brain in April. | 00:55:16
And if it wasn't for her? | 00:55:22
My brother would not be on the road to recovery so. | 00:55:24
A huge shout out. I appreciate you. Thank you so much so. | 00:55:27
All right. Item number 12 is approval of a resolution. | 00:55:45
Adopting a wireless facility application fee schedule. | 00:55:48
Missus harmil. | 00:55:53
Yes, Sir. | 00:55:54 | |
Vice Chair, Commissioners, I stand before you today requesting approval of a resolution to adopt A Wireless Facility Application | 00:55:56

By the Commissioners. | 00:56:12
So with that I I asked for that approval. | 00:56:13
Any questions, Commissioner? | 00:56:17
Miss Hamill. | 00:56:19 | |
Then what is the wish of the Commission? | 00:56:22
I'd like to make a motion to approve as presented. We have a motion to approve from Commissioner Richardson. | 00:56:25
2nd. | 00:56:30 | |
2nd from Commissioner Sparkman. | 00:56:31
Any discussion on the motion and 2nd. | 00:56:33
Commissioner Richardson, any vote. | 00:56:36
Yes, Commissioner Bissell, yes, Commissioner Sparkman, yes, and I will, yes. | 00:56:38

Any questions on this? | 00:57:28
Small wireless Facility design guidelines. | 00:57:32
Is there a motion? | 00:57:35
Like to make a motion to approve Mr. Chair Motion from Commissioner Bizzell. | 00:57:37
For approval second. | 00:57:40
2nd from Commissioner Richardson. | 00:57:42
Any discussion on the motion second? | 00:57:45
Commissioner Richardson had your vote. | 00:57:47
Yes. | 00:57:48 | |
Mission Brazil, Mr. Sparkman. | 00:57:49
All right. | 00:57:55 | |
Yes. | 00:57:59 | |
All right. Item number 14 is consideration of professional services contract. | 00:58:13
With wireless tower solutions to provide wireless design review and consulting. | 00:58:18
Yes, Sir. Thank you again. The purpose and the intent of this contract. | 00:58:23
With Wireless Tower Solutions is to support the county's newly adopted. | 00:58:27
Ordinance. This would include, but not be limited to, furnishing appropriate sitting and assistance. | 00:58:31
And advice to the client. | 00:58:37
And to the county. | 00:58:39
And all that are part of the application process regarding wireless telecommunications. | 00:58:43
Facilities. | 00:58:48 | |
OK. Any questions on item number 14? | 00:58:51
Commissioners. | 00:58:54
All those ohh, I'm sorry, like motion to approve. | 00:58:56
Commissioner. | 00:59:00

God, it's been a while since I've done this. Sorry folks. | 00:59:05
We have a motion for approval. I'll take that motion and Commissioner Richardson will second. | 00:59:08
Any discussion on the motion and 2nd. | 00:59:12
Mr. Richardson. | 00:59:15
Very well. | 00:59:16 | |
Commissioner Bissell, yes. | 00:59:18
Commissioner Sparkman. | 00:59:19
Daniel said that one. | 00:59:36
You too. | 00:59:38 | |
Sorry. | 00:59:39 | |
All right item 15 Direction staff to publish in title. | 00:59:41
The general summary of an ordinance repealing RV restrictions in Williamson County. | 00:59:45
Yes. So I stand before you today request an approval to direct the publication of an ordinance amending the zoning code to remove | 00:59:51
the prohibition of RV use. | 00:59:56
In order to help. | 01:00:01
Provide. | 01:00:02 | |
For affordable and safe housing. | 01:00:03
This proposed ordinance would remove obstacles. | 01:00:06
For affordable housing for some of the most vulnerable in our community. The purpose of this ordinance would remove the | 01:00:11
prohibition of the use of recreational vehicles. | 01:00:15
In an unlawfully created mobile Home Park. | 01:00:19
And prohibit A recreational vehicle from remaining in an RV park for a period of time. | 01:00:23
Right. | 01:00:30 | |
Any questions on this item, Commissioners? | 01:00:31
Something, Mr. Truman, I just wanted to say that this is the board being responsive to concerns that are heard from its | 01:00:36
constituents regarding the availability of housing. | 01:00:40
Well, Commissioners, any discussion on this item? | 01:00:47
Is there a motion? | 01:00:51
Chair, I'd like to make a motion to approve the motion from Commissioner Bazell. | 01:00:52
2nd, 2nd from Commissioner Richardson. | 01:00:57

Commissioner Sparkman, yes, and I vote yes. | 01:01:08
Alright. | 01:01:11 | |
Thank you. | 01:01:14 | |
Alright. | 01:01:20 | |
Just checking in with the council here. | 01:01:21
Item number 16 Approval of a Litter Control and Beautiful Grant Agreement. | 01:01:24
Miss Benevides. | 01:01:29
Good evening, Vice Chair, Commissioners, I'm here. | 01:01:31
For the execution of our Keep America Beautiful grant, which is our litter Control and Beautiful grant agreement. | 01:01:35
#24-148-6002-000 Three 5-00. | 01:01:42
This grant agreement is the amount of 2023 thousand. | 01:01:50
$35, it's a little bit of that about 1500 less than what we received last year. | 01:01:54
And this helps with our community cleanups and. | 01:02:01
It also allows our youth to. | 01:02:04
Do you? | 01:02:07 | |
Cleanups along roadside so that way we can give them funds for their. | 01:02:08
Banquets, uniforms, equipment and stuff like that. | 01:02:12
With that, I stand for any questions and recommend approval. | 01:02:14
So any questions, Commissioners, on this item? | 01:02:17
Mr. Chair, Mr. So it's not for Miss Lena, but it's our Commissioner, our honorary commissioner. Litter is bad, right? | 01:02:19
There's bad and good. It's good, good to try to help clean up the community, right? | 01:02:27
What about the youth do you think it's a good thing to? | 01:02:33
Help have the youth go out and help clean up. | 01:02:36
OK, that's all I needed. Awesome. | 01:02:39
All right. | 01:02:42 | |
So with that, is there a motion? | 01:02:43
Chair. | 01:02:46 | |
Commissioner Brazil, thank you, make a motion. | 01:02:47
Have a motion to approve from Commissioner Bell. | 01:02:49
Second, from the Commissioner Richardson. | 01:02:51
Any discussion on the motion and 2nd. | 01:02:54
Mr. Richardson, had you vote? | 01:02:57
Yes, Commissioner, Brazil, yes. | 01:02:58
Commissioner Sparkman. | 01:03:00
And I vote yes, Mr. Chair, can we get her vote? Yeah. | 01:03:03
How do you vote, Natalie? Yes or no? | 01:03:07
Yes. All right. That's unanimous. That's 5 to 0 perfect. | 01:03:10
Got to get those kids their uniforms, right? | 01:03:18
But they got to work for it first. | 01:03:21
All right, item number 17. We have appointment of freeholders to view a portion of easement. | 01:03:27
50 to 30 feet located on a pregnant easement off property on southwest Lentus. | 01:03:33
Or vacation has Benavidez. | 01:03:38
Umm. | 01:03:40 | |
You pretty much took over what I was going to say, but I actually would like to request for just in case someone is unavailable | 01:03:42
the three. | 01:03:45 | |
Individuals that have done this before except. | 01:03:50
Thanks to Commissioner Bell, he gave me another individual that's willing to assist. | 01:03:54
Is John Clements. | 01:03:57
Michelle Morrell. | 01:03:59
Charles Eaton and Russell Griego. I would like for them for her to be appointed, but only three will do the review. | 01:04:01
Of their availability. | 01:04:07
OK. | 01:04:08 | |
Commissioner, is there any issues with those names? | 01:04:11
If none, is there a motion? | 01:04:15
Sure, like make a motion to approve, have a motion for approval from Commissioner Bazell second, second from Commissioner | 01:04:18
Richardson. | 01:04:21 | |
Any discussion on the motion and 2nd. | 01:04:25
Commissioner Richardson, that you vote, yes, Commissioner Brazil. | 01:04:27
Commissioner Sparkman, yes, and I vote yes. | 01:04:30
Thank you, Chairman, Commissioners. | 01:04:33
All right. Item number 18 is approval of a resolution. | 01:04:37
Dissolving fire districts in Valencia County. | 01:04:40
Good evening again, Chairman, Commissioners, Madam, Honorary Commissioner. | 01:04:47
The resolution before you this evening is to dissolve the current fire district set up that we have in one city county. | 01:04:52
Currently. | 01:05:00 | |
The county has seen as four fire districts. That's your fire administration, both Chavez Tome and Valencia Del Norte. | 01:05:01
Earlier this year we did our pre ISO evaluation and in that evaluation. | 01:05:09
A lot of things were noted, the biggest being a lack of staff. | 01:05:14
The way that the the State fire Marshall and ISO currently look at our department. | 01:05:20
Is basically as three. | 01:05:25
Individually around departments within. | 01:05:27
One department. | 01:05:30
Therefore, every one of those three has to basically maintain its own ISO. | 01:05:31
What that means is. | 01:05:38
Staff from another district doesn't apply as staff to SO. | 01:05:40
We'll take Valencia del Norte. | 01:05:44
Any staff and that includes career or volunteer. | 01:05:47
Those numbers don't count for Tomay or Los Chavez. | 01:05:50
Like everywhere else in the country. | 01:05:54
We've seen a a big decline in our volunteers. We do have career staff in two of our districts right now. | 01:05:56
What this would allow us to do is basically say a member of Valencia County Fire Department counts as a member no matter where | 01:06:03
they're at. | 01:06:07 | |
In that evaluation, it was brought to us that currently they could drop four of our fire stations to what they call an ISO Class | 01:06:12
10. | 01:06:16 | |
Which means that they would remove funding from those stations. | 01:06:20
In essence, shutting them down. | 01:06:23
We. | 01:06:27 | |
I've had extensive talks with the State Fire Marshall with ISO. We didn't take this decision lightly. This is a a big decision for | 01:06:28
our department to make. | 01:06:32
But it's also a decision that's kind of happening statewide right now for the same reasons. | 01:06:37
Allowing us to do this, we would dissolve the fire districts. The next resolution in front of you, you'll see, is going to be the | 01:06:42
creation of one district. | 01:06:46
What that means is all of our staff would then count for. | 01:06:50
One district, our fleet could move freely. | 01:06:54
Right now, if a truck breaks down in those Chavez, I can't pull a truck from town mayor Valencia del Norte to put it into service | 01:06:58
because. | 01:07:02 | |
They're different fire districts. | 01:07:07
This allows us to utilize our fleet. | 01:07:09
Much more efficiently. | 01:07:12
Utilize our staff much more efficiently and ultimately our budget by consolidating everything to just one. | 01:07:13
Budget versus 4. | 01:07:20
I'll take questions if you have. | 01:07:23
Any questions, Commissioner Bissell? | 01:07:25
So on. | 01:07:27 | |
On our constituents with their insurance. | 01:07:28
So like I have. | 01:07:31
Say a constituent in. | 01:07:33
Umm. | 01:07:35 | |
On the other side, did you believe that that land grant? | 01:07:37
San Clemente implement their land grant, so I'm sorry. Space might remind space and their district is Los Chavez. | 01:07:40
So is that gonna affect their insurance rates? Only having one? | 01:07:47
District or is it? Is it gonna hurt our constituents as far as insurance and stuff like that, or is it going to help them? | 01:07:52
In in the the pre talks we've had with ISO, so every ISO district that we have the three of them. | 01:07:57
Would balance out to the average. | 01:08:04
And the lucky thing for us is basically our districts are are about the same as it is. So when we balance out, we should balance | 01:08:08
out. | 01:08:11 | |
At about the same rate. | 01:08:15
By doing this consolidation and making our staffing go further and with the addition of some of the fleet that we've had over the | 01:08:17
last year. | 01:08:21 | |
If you remember we we brought to you we purchased a 3000 gallon tender. We have another one being delivered in February. | 01:08:26
Having the water responding and being able to utilize our personnel actually can increase our ISO rating. | 01:08:32
And that's our hope moving forward is to be able to continually increase that ISO if we don't take an action. | 01:08:39
The real likelihood is the ISO ratings in all the districts will decrease and that would definitely have an impact to Fire | 01:08:47
Protection. | 01:08:50 | |
Ratings. | 01:08:54 | |
Thank you. | 01:08:56 | |
Any other questions, Commissioners? | 01:08:57
I just have a question, how do the? How do the? | 01:09:00
Individual districts feel about it as far as any volunteers or. | 01:09:04
So we've met with the with our districts that have volunteer staff and volunteer district chiefs. | 01:09:08
And we were very upfront with them. We explained the situation. We explained the why. | 01:09:15
We all agree it's it's an uncomfortable position to be in but. | 01:09:20
It's the right thing for the community, it's the right thing for the department and if we're going to continue to succeed and | 01:09:23
survive, this is really a necessity. | 01:09:28
And. | 01:09:32 | |
They've. | 01:09:33 | |
They've been on board with that. | 01:09:34
I know it would be very outspoken at times, so. | 01:09:37
And that's why we wanted to make sure we were perfectly transparent with our membership as to the why. So we've involved them in a | 01:09:41
lot of these discussions the district chiefs have been in. | 01:09:45
You know discussions with us as to. | 01:09:52
Hey, was there anything we could do to fix it? We've tried that in the past all the way up to currently, which is. | 01:09:54
It's inevitable that this is the way we need to proceed. | 01:10:00
All right. | 01:10:04 | |
Any further questions, Commissioners? | 01:10:05
If none, is there a motion? | 01:10:07
I'd like to make a motion to approve as presented. We have a motion for approval from Commissioner Richardson. | 01:10:10
One second, second from Commissioner Brazil. | 01:10:15
Any discussion on the motion and 2nd. | 01:10:17
Mr. Richardson Antibo, yes, Commissioner, Brazil. | 01:10:20
Commissioner Sparkman, yes, and I vote yes. | 01:10:23
Mr. Vice Chair, Commissioners, this resolution is 2023 Dash 67. | 01:10:27
Yes. | 01:10:36 | |
It's. | 01:10:39 | |
For best. | 01:10:40 | |
Have you go chest too? | 01:10:43
Fire department is good, right? | 01:10:46
They must be good. Their request has two seals on it. | 01:10:50
What's that? | 01:10:54 | |
I said in your request that has two seals. | 01:10:55
Oddly enough. | 01:10:59
Must be super important. | 01:11:01
All right, item number 19, we have a route resolution. | 01:11:02
Consolidating fire districts and establishing 1 fire district. | 01:11:06
Known as once County Fire depart. | 01:11:09
Chairman, Commissioners, just to piggyback off the the prior resolution. | 01:11:13
This is now the creation of 1 standalone district which will be just known as the once County Fire department. | 01:11:17
Now at this point, all 8 fire stations fall within that one consolidated consolidated district. | 01:11:23
Gives us the ability to move staff freely. | 01:11:29
We've equipment and apparatus and. | 01:11:32
Have one fluid budget versus competing budgets for districts. | 01:11:35
If you have any questions, I'm happy to answer them. | 01:11:40
I have one question with this. This help us. | 01:11:42
Maybe in the long run, help us get one step closer to like, accreditation and stuff. | 01:11:46
Chairman, I I wish I could give you a definitive answer. What it will do is maximize the resources we currently have. | 01:11:51
Being at a department size that we are, we we obviously have some deficiencies. | 01:12:00
What we're fighting against prior was 3 deficiencies. What we're working with now is being able to maximize those resources. | 01:12:06
And if we're moving along toward an accreditation? | 01:12:15
There's certain things that we're going to need to to do as an agency moving forward. Biggest of course is going to be staffing, | 01:12:17
but. | 01:12:20 | |
We've also taken a ton of steps. | 01:12:23
If you if you come out to the stations and I welcome all of you at any time, we've updated a lot of fleet, we've updated a lot of | 01:12:25
our buildings. | 01:12:29
If you haven't seen our fire admin. | 01:12:34
We just did a nice renovation over there and that's what we're trying to do is bring the department into professional context. | 01:12:36
In line with an accreditation. | 01:12:42
One thing I'll be bringing to you shortly is a strategic plan for the fire department. We just had a contractor that came in met | 01:12:45
with. | 01:12:48 | |
Our career staff, Our volunteers. | 01:12:52
The community meetings to get input as to the progression of the fire department. | 01:12:54
We're proud of the fact that, you know, we're going into a very professional organization and this will help us do that. | 01:13:00
Yeah, I think. | 01:13:07
One city, counties and. | 01:13:09
One of the top counties for accreditation among the different. | 01:13:11
Department, so I mean. | 01:13:15
The better we can deal with that that that our insurance rates are going to get, so absolutely. | 01:13:17
Any step forward is is a step in the positive direction. | 01:13:22
Any other questions on this item? | 01:13:26
If none, is there a motion? | 01:13:29
Miss Cheryl like to make a motion to approve as presented. We have a motion for approval from Commissioner Bissell. | 01:13:31
2nd. | 01:13:35 | |
2nd From Commissioner Richardson. Any discussion on the motion second? | 01:13:36
Commissioner Richardson, and you vote yes, Commissioner Bizzell, Yes, Commissioner Sparkman. | 01:13:40
Thank you, commissioners. Thank you, Natalie for your time. | 01:13:47
Mr. Vice Chair and Commissioners, this resolution is 2023 Dash 68. | 01:13:51
Alright, item number. | 01:14:12
Only we have approval of a resolution. | 01:14:14
Updating the Blunt County Comprehensive Emergency Operations Plan. | 01:14:16
And Distribution Annex. | 01:14:20
We got Sarah Gillen. | 01:14:23
Good evening, Vice Chair and Commissioners, I bring before you this evening. | 01:14:25
The update to the Valencia County Comprehensive Emergency Operations Planning also adding. | 01:14:29
Another Annex to it Annex. | 01:14:36
Annex N4. | 01:14:42 | |
To distribution plan. | 01:14:44
Of commodities. | 01:14:46
It is a a grant cycle requirement for MPG and any other. | 01:14:47
Grants that we apply for. | 01:14:55
We were just also awarded MPG ARPA funds that also coincide with our approval of our plans. | 01:14:57
Any Emergency Management grants? | 01:15:04
Require all our plans to be updated and this is the annual update for or the. | 01:15:07
Their update? Our CMP's updated every three years. | 01:15:15
And this is the year update. | 01:15:18
OK. | 01:15:22 | |
There's any questions of Miss Gillen on this item? | 01:15:23
If none, is there a motion? | 01:15:28
Mr. I'd like to make a motion to approve. We have a motion for approval from Commissioner Richardson. | 01:15:30
I'll second second from Commissioner Bozell. | 01:15:34
Any discussion on the motion and 2nd. | 01:15:36
Commissioner Richardson, that you vote yes. Commissioner Bozell, Commissioner Sparkman. | 01:15:39
Mr. Chair and Commissioners. | 01:15:45
This resolution is 2023 Dash 69. | 01:15:47
Thank you, Vice Chair, Commissioners, Madam. | 01:15:53
All right. Item number 21, we have approval of resolution expanding managers. | 01:16:18
Exit Exit Tory authority. | 01:16:23
Adrian Nets. | 01:16:27 | |
Mr. Chairman, Members of the Commission, before you is a resolution that will expand the authority of the county manager. | 01:16:32
I'm from the current authority. | 01:16:39
Which is? | 01:16:41 | |
For which is currently $25,000 for unbudgeted. | 01:16:43
Items. | 01:16:47 | |
To $60,000 for unbudgeted items this is more in line with. | 01:16:48
What most counties do, as a matter of fact, some of the small counties like Guadalupe and Hidalgo all have 60,000 and they have a | 01:16:53
fraction of the budget that we have. | 01:16:57
It also expands the. | 01:17:01
The authority of the manager to enter into contracts for. | 01:17:04
Items that are budgeted. | 01:17:09
Umm. | 01:17:11 | |
As long as their budget, he will have the authority to enter into those contracts. Now that means that, of course. | 01:17:14
The procurement process will have to be followed. | 01:17:19
And, you know, and all of those safeguards will have to be met. | 01:17:22
If he's going to do something, but once the budget is set, he'll have that authority. | 01:17:26
I stand for any questions. | 01:17:30
Questions. | 01:17:34 | |
If none, is there a motion? | 01:17:40
This chair like make a motion to approve, have a motion for approval from Commissioner Bazell. | 01:17:41
2nd, 2nd from Commissioner Richardson. | 01:17:47
Any discussion on the motion and 2nd. | 01:17:49
Mr. Richardson, that you vote yes. Commissioner Bizzell, Commissioner Sparkman. | 01:17:52
Mr. Vice Chair and Commissioners, this resolution is. | 01:17:58
2023-70. | 01:18:01 | |
Alright. And our last item number 22 is approval of an MO U with the office of the Secretary of State. | 01:18:17
And we'll see county. | 01:18:23
Umm. | 01:18:24 | |
Clerk Mylan. | 01:18:26 | |
Good afternoon, Vice chair and Commissioners. | 01:18:28
In front of you with an approval for the MU from the Secretary of State the MOU is for. | 01:18:30
Certain thing, certain things such as. | 01:18:38
Paying for poll official supplies for our upcoming election. | 01:18:41
And. | 01:18:46 | |
I request for approval and stand for any questions. | 01:18:47
Questions on this? | 01:18:52
Item. | 01:18:54 | |
Umm. | 01:18:57 | |
So this is this is just a. | 01:18:58
For salaries of those people helping on Election Day, there's a wide variety. And your package it can go use salaries pull. | 01:19:01
Whole fish or pole locations? | 01:19:09
Postage. | 01:19:11 | |
Supplies. | 01:19:14 | |
But majority is going to go for our poll officials. | 01:19:15
OK. | 01:19:19 | |
And is that a? | 01:19:21 | |
Then increase. I know they're talking about increasing those. | 01:19:23
Because I don't know if it's. | 01:19:27
For every county or. | 01:19:28
That was an increase from last year, OK. | 01:19:30
How much I can? | 01:19:32
Exactly. Just tell you, OK. | 01:19:34
Yeah, yeah. | 01:19:36 | |
I know. | 01:19:37 | |
New Mexico County has been working on. | 01:19:38
Increasing poll workers because it's becoming harder and harder to find those each year, so. | 01:19:41
And then making it safe for them to. | 01:19:45
Into their vehicles and stuff like that after. | 01:19:48
After the their. | 01:19:50
Shift so. | 01:19:52 | |
Umm. | 01:19:53 | |
If that is what this item is for, are there any other questions? | 01:19:55
From Commissioners. | 01:19:59
Madeline. | 01:20:01 | |
Sure. | 01:20:03 | |
Elections are good, aren't they? | 01:20:04
I don't know. | 01:20:06 | |
Sure. Would you like to ever run for? | 01:20:09
County Commission. | 01:20:11
Nope. | 01:20:13 | |
Girl. | 01:20:16 | |
Is that smart as all tonight? So? | 01:20:19
Um. | 01:20:22 | |
Any other questions on this item? | 01:20:23
Is there a motion, this chair? I'd like to make a motion to approve Commissioner Brazell. | 01:20:25
I mean. | 01:20:29 | |
Approval from Mr. Bissell. | 01:20:30
2nd 2nd Commissioner Richardson. | 01:20:31
Any discussion on the motion and 2nd. | 01:20:35
Commissioner Richardson, Adibo. | 01:20:37
Yes, Mr. Buzzell, yes, Commissioner Sparkman, yes, yes. | 01:20:39
Thank you. Thank you. | 01:20:43

Right. | 00:03:27 | |
Public comment. | 00:03:35
