Items, Commissioners, anything you wish to bring to the table today? | 00:02:44
Mr. Chair, please, I would like to remind the Valencia County that National Night Out is tomorrow night. I know they're going to | 00:02:47
be. | 00:02:51 | |
Celebrations all throughout the county, my district, Banneker Park. | 00:02:55
I think the Sheriff's Department is. | 00:03:00
Ann Parish over there, heading to. | 00:03:03
Meadow Lakes. | 00:03:07
So please come out and I know we've got a lot of school supplies and stuff for kids and. | 00:03:08
Come out and. | 00:03:12 | |
Celebrate with police officers. | 00:03:13
It's normal. | 00:03:15 | |
Thank you, Commissioner. | 00:03:17
Anything else? | 00:03:18
OK, here's yours. Not. We'll go ahead and move on to our action items. | 00:03:22
Mr. Chair, sorry, I do. I just was trying to unmute myself. | 00:03:26
OK. No problem. Sorry about that. Go ahead. I just. I just wanted to bring it up. It's. | 00:03:30
I know it's a little early, but coming up is going to be. | 00:03:37
Operation Green Lights. | 00:03:40
To time that we as Valencia County Commission can light our building up. | 00:03:43
With the green. | 00:03:48
Light for our Veterans during Veterans Week. | 00:03:50
I think that's a great. | 00:03:54
Movement that's going across the country. | 00:03:56
We did it last year and I'd like to go ahead and see that we do it again, start a resolution for that this year coming up, as well | 00:03:59
as just letting our residents know that they are most. | 00:04:04
Uh. | 00:04:10 | |
Most welcome to put up a green light on their house as well. The week of Veterans Week or for veteran's day. It's I think it's the | 00:04:12
week. | 00:04:16 | |
Leading up to, but we'll get the dates figured out as we get closer. | 00:04:21
I just think it's a really great movement to support and celebrate our. | 00:04:25
Our veterans. | 00:04:29
Thank you. Appreciate that. Anything else, Mishka? | 00:04:32
Umm. | 00:04:36 | |
No, I we did go to the. | 00:04:37
Nico annual conference just this past week and a few things came up about. | 00:04:41
USDA had a. | 00:04:47 | |
The speaker from the rural development. | 00:04:50
Office. | 00:04:53 | |
And they're talking about application application process for federal funds to rural counties. | 00:04:54
They're talking about how they're trying to get those streamlined because they're huge applications and. | 00:05:01
Lucky for us, we've got a an amazing grants department, but most small counties. | 00:05:07
Actually what I found out, most counties in America do not have grand departments so. | 00:05:13
They're trying to streamline those. | 00:05:20
Application processes, so we can. | 00:05:23
Get those fundings for things such as water and mental health. | 00:05:28
Workforce development. To our to our communities. | 00:05:32
So I know. | 00:05:37 | |
Our rule development office will. | 00:05:39
Probably be in the loop, but if ahead of me, his or his team. | 00:05:44
Have any questions? They said. Please reach out. | 00:05:48
I just know a few of the folks had said. | 00:05:52
Uh. | 00:05:55 | |
After they applied for some of these funds, the regulations were so hard and. | 00:05:56
So strenuous that it it actually made. | 00:06:00
Didn't make as much sense to go after the funds. | 00:06:03
But. | 00:06:06 | |
I know ahead of me is is up on the up and up with it. | 00:06:07
I just wanted to. | 00:06:11
Talk about that application process being a little bit. | 00:06:13
Easier going forward, hopefully. | 00:06:16
Good. Thank you for sharing that. | 00:06:19
Anything else, Commissioner? | 00:06:21
That's it for me. | 00:06:24
Didn't it? | 00:06:25 | |
OK. | 00:06:26 | |
We'll go ahead and move on to our action items at this time. | 00:06:27
Item number six is approval of a resolution 2023. | 00:06:30
It's a fiscal year 2024 final state budget adjustment. | 00:06:35
It's true here. | 00:06:39
Good morning, Mr. Chair, Commissioners, I have for you a resolution state budget adjustments. | 00:06:42
These are the final budget adjustments necessary to close out fiscal year end 2023. | 00:06:48
As you know, we've been, I've been bringing budget adjustments for the past two or three meetings so that I wouldn't have. | 00:06:57
3 pages long right now. | 00:07:03
We cannot submit any. | 00:07:05
Line items or any funds to Department of Finance that have a negative fund balance. So we're having to adjust as. | 00:07:08
As. | 00:07:16 | |
Money is spent and ask the treasurer's office balance reconciles the checking accounts. | 00:07:18
It changes our total. So then we have to come back and adjust further. And I I'm open to any questions you may have. | 00:07:24
Any questions, Mr. Hill Commissioners? | 00:07:32
There's there's none. Is there a recommendation? | 00:07:37
Mr. Chair, I'd like to make a motion to approve as presented. | 00:07:39
We have a motion for approval. I'll second any discussion. | 00:07:43
There being none, Commissioner Bell, your vote, Yes, Commissioner, on your vote. | 00:07:47
Yes, I vote. Yes is approved. | 00:07:50
Mr. Chairman and Commissioners, this resolution is 2023 Dash. | 00:07:54
54. | 00:07:57 | |
OK. Item number seven, also approval of a resolution fourth quarter FY23. | 00:08:13
Financial Reports in Mexico Department of Finance Administration, Mr. Hill. | 00:08:19
Mr. Chairman, Commissioners, I have submitted the resolution for your consideration and I also placed on your. | 00:08:23
Area there, the final fiscal year end 2023. | 00:08:30
Financial report. | 00:08:34
It looks really it all went pretty smooth. Everything seems on the up and up we were able to reconcile to. | 00:08:38
To the statements that are produced or reconciled by the Treasures office. Just a couple of things to bring to your attention on | 00:08:47
the first page, which is the recap page. | 00:08:53
OK, so. | 00:09:02 | |
Counties are required to reserve. | 00:09:04
Three twelfths of the expenditures in the general fund. So you're going to notice on the 2nd to the last column, there's a reserve | 00:09:08
column there. That's three 12th of the total expenses for the fiscal year that we need to put aside and hold on to for | 00:09:16
emergencies. And the same with the County Road fund, we're required to reserve 112th of the total expenses. | 00:09:24
And that's what that figure is for $427,000. | 00:09:32
Umm. | 00:09:37 | |
General fund interest on investments. Just to bring to your attention the investments that we do have in the general fund, we | 00:09:38
collected 377,000 on interest. | 00:09:44
On this funds itself. | 00:09:51
There we did. | 00:09:55 | |
Have to do some temporary transfers from the general fund to address fund deficits for the grants. | 00:09:56
For a lot of our grant funds. | 00:10:04
And what happens is we spend the money and then we request reimbursement. We didn't receive the reimbursement before the end of | 00:10:05
the fiscal year. So we created a negative fund balance and we have to borrow from the general fund to cover that. | 00:10:11
Once we receive the money, we put the that back into the general fund. One we borrowed it almost $1.2 million. This at the end of | 00:10:18
this fiscal year from the general fund. | 00:10:23
And again, once we receive the money from the grants, we will put that money back in the general fund. | 00:10:29
And other than that? | 00:10:34
I think that's all I have that I wanted to bring to your attention, but I do stand for any questions you may have, and I do | 00:10:37
recommend approval of this. | 00:10:41
Item. | 00:10:44 | |
Thank you. | 00:10:45 | |
Commissioners, any questions, Mr. Hill? | 00:10:46
Mr. Chair. | 00:10:48 | |
On on the reserves. | 00:10:49
Can you invest that in like short term CD's like? | 00:10:52
Does it have to be all in one deal or can you? There's like 3,000,000 something. | 00:10:55
Could you do like a short? | 00:10:59
CD term like 3 months and then put 1,000,000 in that, 1,000,000 in the next month and 1,000,000 in the following month. That way | 00:11:01
you always have a recurring. | 00:11:04
Every month you'll have money coming back in. | 00:11:09
Mr. Chairman, Commissioner Massell, yes, we can invest that money, in fact our our our big investment, if you notice on the second | 00:11:12
column. | 00:11:16 | |
The $15 million. | 00:11:20
You know that that could be considered part of our reserve that we're investing, but you're you're right, we can invest short | 00:11:22
term. | 00:11:25 | |
If. | 00:11:29 | |
We all did. If we decided that we wanted to do that, as long as we hold on to the money it, it doesn't matter where we have it. | 00:11:30
I I even at this point because we are. | 00:11:37
Coffers are healthy right now. We could even invest for. | 00:11:40
As a whole or for longer term if we wanted to. | 00:11:43
OK. | 00:11:46 | |
Any other questions, Commissioners? | 00:11:49
There being none, is there a recommendation? | 00:11:53
Mr. Chair. | 00:11:55 | |
Please, I'd like to make a motion to approve as presented. | 00:11:56
We have a motion for approval. | 00:11:59
2nd. | 00:12:01 | |
We got the 2nd from Commissioner again, any discussion. | 00:12:02
There be no commissions, all your vote, Yes, Commissioner, on your vote. | 00:12:07
Yes. | 00:12:10 | |
Yeah, there's a pretty. | 00:12:12
It's permanent, commissioners. This resolution is 2023 Dash 55. | 00:12:13
OK. Item number eight, approval of a resolution adopting fiscal year 2023, Dash 2024 final operating budget. Mr. Hill. Mr. | 00:12:34
Chairman, Commissioners, I have presented you with a resolution to adopt the final 2023 Dash 2024. | 00:12:42
Fiscal Year Budget and I also have a print out for you that I placed on your area there. | 00:12:51
So. | 00:12:58 | |
The ending balances for fiscal year 2023 become the new cash balances for fiscal year 2024. It's rolled over in that manner. | 00:12:59
This. | 00:13:11 | |
Mirrors the. | 00:13:13 | |
Preliminary budget to a certain extent, the only items that I'm allowed to. | 00:13:16
Change from the preliminary budget to the new budget. It's grants. That's the only area that they opened up for us so that we can | 00:13:22
make adjustments into a general fund. All other funds need to remain the same from the preliminary to the final budget. So there | 00:13:29
are several changes that we're married to the grants based on the final. | 00:13:36
Carry over amounts where? Where? | 00:13:43
We. | 00:13:48 | |
You know, landed up spending this much to the end of the year. So we're carrying the remainder over. Other than that, it's pretty | 00:13:48
straightforward and I stand for any questions. | 00:13:54
Any questions Mr. here? | 00:14:00
Computers Done is a recommendation. | 00:14:05
Mr. Chair, I like to make a motion to approve. | 00:14:07
Have a motion for approval. Is there a second? | 00:14:10
2nd. | 00:14:12 | |
Got any discussion on the motion of the 2nd? | 00:14:13
There be no Commission believe Vote yes on your vote. | 00:14:17
Yes. | 00:14:20 | |
I vote yes is approved. Thank you. | 00:14:21
Thank you. | 00:14:23 | |
Mr. Chairman, Commissioners, this resolution is 2023 Dash 56. | 00:14:24
Loretta, thank you and your staff very much for. | 00:14:40
The work that was put into the budget again this year, we do appreciate your your efforts. | 00:14:42
Thank you. | 00:14:46 | |
Staff I couldn't do without. | 00:14:47
Agreed. Thank you. | 00:14:50
OK. | 00:14:54 | |
Item nine Approval of a resolution adopting the 2025. | 00:14:55
Dash 2020 or through 2029? | 00:14:59
AC IP plan. | 00:15:01 | |
It's been a virus. Go ahead. | 00:15:04
Good morning, Chairman, Commissioners, I'm here for approval of a resolution adopting our final. | 00:15:05
20252029 Infrastructure capital improvement plan. | 00:15:11
Which is also known as the IC IP attaches a list of the projects that we discussed at the July 19th workshop. | 00:15:16
The top five priorities for Valencia County? | 00:15:23
We have #1 as the Highland Meadows Community Center. | 00:15:26
A senior to plan, design and construct. | 00:15:30
#2 is the multi-purpose park in Valencia County. These will be parks that will be. | 00:15:33
Put throughout the county. | 00:15:39
#3A courses are Valence County Flood Protection Plan. | 00:15:41
#4 is the extension of the I-25 from Hwy. 47 to Manzano Expressway East. | 00:15:45
And #5 is in support of the Village of Laziness indoor Aquatic Center. | 00:15:51
For that I recommend approval and stand for any questions. | 00:15:56
Good. Any questions on the CIP is presented to us today. | 00:16:00
And this will also include OAP. I don't have her list, but she's going to come back with it. I don't know if you want to hear her | 00:16:03
list, It's pretty much the same as she. Same as presented during presented during the workshop. | 00:16:09
Good enough. | 00:16:16 | |
Questions commissioners. | 00:16:18
There becomes a recommendation I get. Can we approve both of them in one motion? | 00:16:21
OK. | 00:16:25 | |
So we'll be approving the OPI CIP and the one for the County CIP. Thank you, Mr. Chair. If you'd like that for the record, I could | 00:16:26
read the OP's into the record if you'd like. Please do the real construction renovation phase for 850,000 Berlin Senior Center, | 00:16:33
150,000 for exterior upgrades. | 00:16:39
Meadow Lake Exercise Equipment Highland Meadow 600,000. | 00:16:46
Towards a Senior Center. | 00:16:50
That that is ours. | 00:16:52
Very good. | 00:16:54 | |
Any questions, Commissioners, on either of these? | 00:16:55
If not, is there a recommendation? | 00:16:58
Mr. Chair, I'd like to make a motion to approve. | 00:17:00
Very good. Can we have a motion second for approval? | 00:17:03
Any discussion on the motion of the 2nd? | 00:17:06
Commissioner Bell, your vote, Yes on your vote. | 00:17:09
Yes. | 00:17:11 | |
I vote yes. They both are approved. Thank you. | 00:17:12
Mr. Chairman and Commissioners, this resolution is 2023 Dash 57. | 00:17:15
OK. Item number ten, approval of the aging of the aging long term services junior bill agreement. | 00:17:34
Yes. | 00:17:41 | |
Mr. Silva, Mr. Chairman. | 00:17:42
Fellow Commissioners, how are you this afternoon, This morning, Sorry. | 00:17:45
So again, we are here in front of you this morning asking consideration for the aging long term services junior Bill. | 00:17:49
In the amount of $250,000. | 00:17:56
4. | 00:18:00 | |
Senior Center Programs and improvements. | 00:18:01
This junior bill operates on a reimbursement basis and reverts on June 30th, 2024. | 00:18:04
We will work with Melissa. | 00:18:12
To. | 00:18:14 | |
Identify projects that need to be completed at all senior centers. | 00:18:16
The previous junior bill we received was exclusively for Bolen Senior Center so. | 00:18:20
They made this one a little bit more vague. | 00:18:25
Allowing us to. | 00:18:28
Address needs at any of the senior centers with the in here in the county. | 00:18:30
So with that said. | 00:18:35
I respectfully recommend approval of this item and stand for any questions. | 00:18:36
Commissioners, any questions to Mr. Silva? | 00:18:41
There's none. Is there a recommendation? | 00:18:45
Chair like to make a motion to approve. | 00:18:46
Second motion for approval. Is there a second? | 00:18:49
Second Discussion. Any discussion on the motion of the 2nd? | 00:18:52
Here's, here's done, Commissioner Bell, your vote. Yes, Commissioner, on your vote. | 00:18:57
Yes. | 00:19:00 | |
I vote yes is approved. Thank you guys. | 00:19:01
OK. | 00:19:03 | |
It's me. | 00:19:06 | |
OK. Item number 11, approval of a professional services agreement with. | 00:19:22
The Grant plant. | 00:19:28
Mr. Silva. | 00:19:29 | |
Mr. Chairman, Commissioners. | 00:19:30
Thank you again. We are requesting. | 00:19:32
Consideration of a professional services agreement with the grant plan. | 00:19:35
So just a little bit of history. We received funding from DFA last year to contract with the grant plan. | 00:19:39
And they essentially assisted us with identification of. | 00:19:46
Like Commissioner Oregon was saying some of the larger grants that the feds have available. | 00:19:51
Pertaining to flood. | 00:19:55
And homelessness prevention. | 00:19:58
So like I said, this is a a second. | 00:20:00
Year. | 00:20:04 | |
Agreement in which you all present, I apologize, in which you all. | 00:20:05
Approved at last Commission meeting. | 00:20:09
So we are going to requesting consideration to subcontract with them again. | 00:20:11
So we can continue those. | 00:20:16
Those larger grant efforts. | 00:20:19
So that we can obtain substantial awards. | 00:20:22
And I had some conversations with Commissioner Bissell at the retreat that we had back in early March, February. | 00:20:25
You know that this is a wonderful opportunity. | 00:20:32
To utilize their services, you know, if they can render us 100,200 thousand, 300,000, potentially $1,000,000 in grant funding, I | 00:20:35
think it's well worth the investment and. | 00:20:40
So be it that Department of Finance administration makes this. | 00:20:45
Funding available. | 00:20:49
We'll continue to apply in and subcontract with them. | 00:20:51
With that said, I respectfully request approval of this item and stand for any further questions. | 00:20:55
Thank you. Any questions to Mr. Silva? | 00:21:00
There's there's none. Is there a recommendation? | 00:21:04
Mr. Chair like to make a motion to approve. | 00:21:07
Have a motion for approval. Is there a second? | 00:21:10
2nd. | 00:21:12 | |
Any discussion on the motion of the 2nd? | 00:21:13
There be none, Commissioner, Believe. Vote yes, Commissioner, on your vote. | 00:21:16
Yes. | 00:21:19 | |
No, but yes is approved. | 00:21:20
OK, item twelve, Approval of the Department of Finance Administration Junior Bill Agreement. | 00:21:37
Mr. Silva. | 00:21:41 | |
Mr. Chairman, Commissioners. | 00:21:43
Again, we are requesting consideration to approve a junior bill agreement. | 00:21:46
From Department of Finance and Administration. | 00:21:51
To contract for sexual assault, nurse examiner and child advocacy services in Valencia. | 00:21:54
Socorro, Catron and Torrance counties in the amount of $25,000. | 00:22:01
So I wanted to give you a quick. | 00:22:07
History of of what took place with this particular appropriation, so. | 00:22:09
In early May. | 00:22:13 | |
I received a phone call from DFA. | 00:22:15
Asking. | 00:22:17 | |
If we were the recipients of $100,000. | 00:22:19
To contract for sexual assault nurse examiners. | 00:22:23
And and I. | 00:22:26 | |
Contacted Manageable Net and Warden. | 00:22:28
Give tell us about it And they had no idea. | 00:22:30
So. | 00:22:33 | |
I relate that information to DFA. They then informed me that. | 00:22:34
The. | 00:22:38 | |
The $100,000. | 00:22:40
Would be divided up amongst the four counties that were indicated in the original. | 00:22:42
Language. | 00:22:48 | |
So ultimately. | 00:22:49
That's what happened. | 00:22:51
And two days after we made that decision, we were in contact with Valencia Shelter Services and. | 00:22:53
They were in fact some of the driving force behind this. | 00:23:00
Legislation requests for funding. So with that said, I have. | 00:23:04
Miss Stephanie Wood and some of the team members from Valencia Shelter Services. | 00:23:10
Just to identify for you all on how this anticipated funding is going to be utilized? | 00:23:14
Mr. Chairman, Commissioners, thank you for letting me speak today. | 00:23:27
I wanted to give a bite size. | 00:23:31
A little bit about what we do and I will let the team members here with me talk a little bit more in depth. | 00:23:34
Umm. | 00:23:40 | |
The junior bill appropriation we were successful in getting this year. | 00:23:41
Was moved into the four counties. The whole request for was for 100,000 for our sane unit that provides. | 00:23:47
Sexual assault Nurse examination for victims of sexual assault. | 00:23:55
Child abuse and domestic violence. | 00:24:00
I'm here today to ask that that appropriation be provided to Valencia Shelter Services who has been in action with victim Services | 00:24:03
since 1989 for over 30 years. | 00:24:08
The team can give you more in depth of what it is that we provide and I can stand for any questions after that. | 00:24:15
Thank you. | 00:24:21 | |
Hi, my name is Sandy Martinez and I'm the Director of Forensic Services for Valencia Shelter Services. | 00:24:25
So I oversee the same program and the Child Advocacy Center forensic interview program. | 00:24:30
We work well with all of our community partners, Law enforcement CYFD. | 00:24:36
Medical professionals. Mental health professionals. The DA's office. | 00:24:41
Umm. | 00:24:45 | |
And some advocates in this county we serve Valencia, Socorro, Torrance and Catron County. | 00:24:47
So we our newest service is our SANE unit, So SANE stands for Sexual Assault Nurse Examiners. | 00:24:55
And we partner with Albuquerque Saying Collaborative. This is Yolanda Audubon. She's our sane nurse from Albuquerque San | 00:25:02
Collaborative that comes down and she's our main VS nurse right now. | 00:25:07
As a VSTS advocates, we provide the advocacy services during those same exams. | 00:25:14
And so. | 00:25:22 | |
We serve all of those rural counties which we saw the need to have something closer. | 00:25:24
To home for our survivors to be able to make it to a sane exam if they need one. Traveling and transportation was the main issue. | 00:25:30
Um, so that's why we saw that need and we worked with them to open it up. We have a couple of years to make it our own sane unit. | 00:25:39
So it's kind of a transition from a satellite or Albuquerque saying to BS saying. | 00:25:48
So we'll be hiring our own medical directors and nurses and things in a few years. | 00:25:54
So we provide. | 00:25:59
Exams for sexual assault, so acute exam, so if anybody has been sexually assaulted. | 00:26:02
Recently within five days for an adult, three days for a child. | 00:26:08
We can do a sexual assault evidence kit, DNA evidence, and we released that evidence to law enforcement. | 00:26:12
Who then takes it to be tested for DNA? | 00:26:21
We also provide exams for domestic violence injuries. | 00:26:24
So if they have any injuries on their body, our nurse can. | 00:26:29
Examine them and take photos and they also testify in court. | 00:26:33
On behalf of our victims. | 00:26:38
Umm. | 00:26:41 | |
I know it mentions child advocacy, so we do provide a forensic interviews. | 00:26:43
For children in child abuse investigations. So we work well with law enforcement, CFD and we interviewed the kids and they. | 00:26:49
Observe in a different room. | 00:26:56
To provide a safe and child friendly environment for children. | 00:26:58
Umm. | 00:27:01 | |
And our advocates work with families during all of those services and they offer all of the services we have. | 00:27:03
And they also give them resources. We can provide hotel rooms with funds. We can provide phones if they need a phone. | 00:27:09
We can provide clothes, hygiene items. | 00:27:17
All sorts of things. We also help our victims complete CVRC application so they can access funds through whatever their | 00:27:20
victimization is through that. | 00:27:25
Would you like to? | 00:27:30
In addition to we do Pediatrics to elderly as she had mentioned, but one thing we also do provide is we provide medications for | 00:27:32
any sexually transmitted diseases. We give it prophylactics so that hopefully they don't come up with anything. We also provide | 00:27:40
emergency on pregnancy prevention. So aside from all of our exams that we do, we do provide that medical care as well. | 00:27:48
Mr. Chair, Commissioners, thank you for letting us speak today. I did want to add a couple of points. | 00:28:02
Prior to Valencia Shelter Services taking this initiative, survivors in our community would have to travel up to two hours to seek | 00:28:08
this medical service. | 00:28:13
That is an immense amount of time for individuals who have been traumatized as well as lack of resources. | 00:28:19
Some of the families that would go to these same medical units would have to decide between groceries or gas that. | 00:28:26
Week in order to seek service. | 00:28:33
The other item is that we believe that when we can support survivors in this way. | 00:28:35
That when we can see them through the criminal justice system. | 00:28:41
That they will be better for it and can we can hold offenders accountable in our community perpetrators. | 00:28:45
That can create a safety net for us in this community. | 00:28:52
And so that was the initiative as to why we brought this same unit to our offices. | 00:28:56
We were unfunded for a full year before we even start funding. | 00:29:02
We will prior fiscal year received another junior bill funding through the Crime Victims Reparation Commission. | 00:29:07
But it was unfortunately a one time fund. | 00:29:14
And the funding that we are asking for in the 25,000 in part of the whole will allow us to provide an advocate that supports a | 00:29:17
survivor through the whole exam. | 00:29:23
And will follow up in court hearings so that they never have to go and walk through this alone. | 00:29:29
The additionally that funding will provide the. | 00:29:35
Basic needs. | 00:29:39 | |
Items that survivors need. | 00:29:40
I'd be that food would be that. | 00:29:43
Clothing, any of the basic amenities. | 00:29:44
And we can also provide. | 00:29:47
Emergency shelter to those who have no place to go. | 00:29:50
So this funding really does impact our community greatly. | 00:29:54
And so thank you for letting us speak today. | 00:29:58
Good. | 00:30:01 | |
You know, a couple months ago or thereabouts, I was invited to tour your facility for director. I can't remember her name. I'm | 00:30:01
sorry. | 00:30:04 | |
Vicki, yes. And you know. | 00:30:08
Umm. | 00:30:10 | |
It's incredible. | 00:30:12
What you guys do there? | 00:30:13
Never, never knew about it. | 00:30:15
Or to that, to that extent? | 00:30:17
You know, in one hand it's very unfortunate that we have to have you in our community, but that the other in the other hand it's | 00:30:20
very fortunate that we do have you. | 00:30:23
Because you guys do provide a lot of services that. | 00:30:27
Are are definitely needed so. | 00:30:30
Big shout out to you guys and thank you for all you do. | 00:30:32
Questions, Commissioners, comments. Anything else, Mr. Chair, please? | 00:30:35
What I would like to see, and I mean I don't speak for the whole Commission, but. | 00:30:40
Before before. | 00:30:43
January. | 00:30:46 | |
Maybe you guys could come back before the Commission and I would love to sponsor and do a resolution. | 00:30:47
Showing Burlington County support for you guys. That way you can take it up to the Roundhouse. | 00:30:52
And let let them know that the counties do support you and what you do. | 00:30:56
So I would love to sponsor you guys and have you come back before and? | 00:31:00
And do a resolution to where we do support you guys. | 00:31:03
Mr. Chairman, Commissioner, thank you so much for that. We would greatly appreciate it and yes, we're here to serve this | 00:31:06
community, we're very passionate about it. | 00:31:09
So do a really big thing now and I want it because of the movie that came out. But we also, when we do have our domestic violence | 00:31:16
victims, we assess for trafficking, which we see a lot of unfortunately. | 00:31:22
And October is Domestic Violence Awareness Month. We really need to get that purple out there. During that time, we need to let | 00:31:29
our community know that we're there for them and it's OK to step up and come out and they'll be. We need to make them feel safe. | 00:31:36
And Sexual awareness Month is April. We have our chill colors. We need to really get out there, start decorating and start. | 00:31:44
Letting the community know we need to start talking about it instead of just. | 00:31:51
Keeping it behind closed doors, so we want them to know there's a safe place to go. | 00:31:55
Thank you. | 00:32:01 | |
Anything else, Commissioners? | 00:32:02
OK. And this is there anything else from you that you need to add to this? Mr. Chairman? Commissioners, I just wanted to make | 00:32:05
note, upon full execution of this agreement from DFA, we will have an MO U established between the County and Valencia Shelter | 00:32:12
Services just so we can identify how the funds are going to be controlled and we can establish a a payment schedule. | 00:32:18
And that'll be discussed with legal at the appropriate time. | 00:32:26
Thank you. | 00:32:29 | |
Anything else, Commissioners? | 00:32:31
If not, is a recommendation. | 00:32:33
Mr. Chair like to make a motion to approve. | 00:32:35
Have a motion for approval. Is there a second? Second. | 00:32:37
Any discussion on the motion of the 2nd? | 00:32:40
To be known, Commissioner Pilote, yes, Commissioner, on your vote. | 00:32:43
Yes. | 00:32:46 | |
Now look, yes has approved. | 00:32:47
Thank you. | 00:32:49 | |
OK, item 13. | 00:32:51 | |
Approval of the Department of Finance Administration, Junior Bill. | 00:32:53
And we'll get that signed cert up then. | 00:32:56
Just me. | 00:32:59 | |
Go ahead, Mr. Silva. | 00:33:08
Mr. Chairman, Commissioners, thank you again for your time. We are requesting consideration to approve. | 00:33:10
Of the Department of Finance, Junior Bill Appropriation Z3. | 00:33:16
I'm sorry 23 ZH 9321. | 00:33:19
In the amount of $200,000. | 00:33:22
For the Valencia County Sheriff's Office to purchase interoperable communication equipment. | 00:33:25
This particular agreement. | 00:33:30
Expires June 30th of 2024. | 00:33:32
With that said. | 00:33:36
We respectfully request approval of this item and I stand for any further questions. Any questions, Mr. Silva? | 00:33:38
There's there's none. Is a recommendation. | 00:33:45
Carol, make a motion to approve. | 00:33:47
We have a motion and a second for approval. Any discussion on the motion of the 2nd? | 00:33:49
There be none. | 00:33:54
Mr. Bozelle, your vote yes. Miss Sherry, on your vote yes. | 00:33:55
Noble yes is approved. | 00:33:58
Okay, item 14 was tabled. We'll move on to item 15. | 00:34:14
Approval of a memorandum of Understanding with County of Cibola for the purpose of providing housing and care for animals | 00:34:18
originating from the jurisdiction of the County and. | 00:34:23
Just we have you somewhere. Yes, Chairman and commissioners, this is an MOU between Valencia County and Cibola County, our | 00:34:28
neighbors to the West. | 00:34:32
It's the same MO U that we basically used for Isleta Blend. | 00:34:38
All of the municipalities that utilize our facility, they are our partners. They help us out in the Highland Meadows area. We help | 00:34:43
them in the Laguna, Laguna Pueblo area. | 00:34:47
It's basically allowing them to bring up to five animals a month to our facility if they need space or or somewhere to house them. | 00:34:53
Like I said it, it's basically to allow us both to help each other out. | 00:35:00
In the outer reaches of our community and I I recommend approval. | 00:35:08
OK. Any questions of Mr. Weston? | 00:35:15
Is your zone as a recommendation. | 00:35:20
Motion to Approve. | 00:35:23
You have a motion and 2nd for approval. Any discussion on the motion of the 2nd? | 00:35:24
There be none. Mr. Buzzell, your vote. Yes, Sir. Got your vote? | 00:35:29
Yes. | 00:35:33 | |
I vote yes is approved. | 00:35:33
Thank you, Chairman and Commissioners. | 00:35:36
Thank you. | 00:35:38 | |
OK, item sixteen approval of resolution supporting the right of county citizens to participate in the referendum process. | 00:35:50
This resolution or? | 00:35:58
The similar version of it. | 00:36:00
Came to me with the indication that other counties have approved that of approved the similar resolution. | 00:36:01
And they are just looking for continued support from from county. So this is before us for consideration. | 00:36:09
Any questions on the resolution? | 00:36:15
There being none, is there a recommendation? | 00:36:20
Mr. Chair like to make a motion to approve. | 00:36:22
I'll second any discussion on the motion and 2nd. | 00:36:24
There be none, Commissioner, Believe. Vote yes, Commissioner, on your vote. | 00:36:28
Yes. | 00:36:31 | |
No, but yes, it is approved. | 00:36:32
Mr. Chairman, Commissioners, this resolution is. | 00:36:34
2023, yes. | 00:36:38 | |
50. | 00:36:39 | |
58. | 00:36:41 | |
Hey item Seventeen Approval of resolution providing for the increased hiring pay rates for deputies with experience as a certified | 00:36:59
law enforcement officer. | 00:37:03
I'm not sure if Noah, go ahead. | 00:37:07
Chairman, Commissioners, thank you guys for your time. | 00:37:09
This resolution would allow us to hire lateral law enforcement officers that are already certified that have experience at a | 00:37:12
higher pay rate than our normal starting rate. | 00:37:16
You know, one of our issues is being recruitment and trying to get people apply. We have not had a lot of very few lateral | 00:37:23
officers apply. | 00:37:27
And right now we have a very, very young department. We have guys that have two years experience that are training, guys that just | 00:37:32
get hired. | 00:37:35 | |
So we we're short a lot of experience in our department right now. | 00:37:40
Trying to do something to recruit people. | 00:37:43
To come to our department that have some experience. | 00:37:46
And this is part of that program. | 00:37:49
It would allow us to hire them at a pay rate which is in compliance with what our Union gives people on their. | 00:37:52
Longevity raises, so it's not going to. | 00:37:58
Give them more money than somebody already works here. | 00:38:01
And it can only go up to 10 years. | 00:38:04
Again, this is just to try and recruit more people, to recruit more certified officers and more experienced officers into the | 00:38:07
county. | 00:38:10 | |
And. | 00:38:14 | |
Stand for any questions and I would recommend this get approved. | 00:38:15
Mr. Chair, Mr. Chairman, I'm in full support of this. I think it's a. | 00:38:19
It's the times we live in now and I think it helped us get a little bit. | 00:38:23
More fully staffed over there and I think it's a great idea and I think. | 00:38:27
We're a little bit behind by not doing this sooner, but I think it's a good idea. It's very common practice across the country. | 00:38:31
Thank you Danny for sharing that. | 00:38:37
Any questions, Commissioners Chair, please. | 00:38:39
Danny, yes, Sir. | 00:38:43
Have we talked to Loretta about how this will affect our budget and? | 00:38:46
Do we have that money accounted for? | 00:38:50
Yes, Sir, we'll be fine. | 00:38:51
Any other questions? | 00:38:54
There's there's none as a recommendation. | 00:38:57
Mr. Chair, I'd like to make a motion to approve. | 00:38:59
Have a motion for approval. Is there a second? | 00:39:02
2nd. | 00:39:04 | |
Any discussion on the motion of the 2nd? | 00:39:05
There be none. Mr. Brazilian, vote Yes, you've got your vote. | 00:39:08
Yes. | 00:39:13 | |
Label yes as approved. | 00:39:14
Chairman Commissioners, thank you. Thank you. | 00:39:16
Which chairman? Commissioners. This resolution is 2023 Dash 59. | 00:39:19
OK, item Eighteen. Approval of a professional services agreement for audit services. Kubiak, Melton and Associates. | 00:39:41

Any questions? | 00:40:31
Of Mr. Porter. | 00:40:32
Peers done as a recommendation. | 00:40:35
Mr. Chair, I like to make a motion to approve. | 00:40:37
2nd we have a motion second for approval. Any discussion on the motion of the 2nd? | 00:40:39
There be no Commission believe Vote yes, Commissioner, on your vote. | 00:40:45
Yes. | 00:40:49 | |
I vote yes, it is approved. Thank you. Thank you. | 00:40:50

Which is also known as the IC IP attaches a list of the projects that we discussed at the July 19th workshop. | 00:15:16

list, It's pretty much the same as she.

4. | 00:18:00 | |
