Counties are required to reserve. 00:09:04
Three twelfths of the expenditures in the general fund. So you're going to notice on the 2nd to the last column, there's a reserve 00:09:08
column there. That's three 12th of the total expenses for the fiscal year that we need to put aside and hold on to for 00:09:16
emergencies. And the same with the County Road fund, we're required to reserve 112th of the total expenses. 00:09:24
And that's what that figure is for $427,000. 00:09:32

General fund interest on investments. Just to bring to your attention the investments that we do have in the general fund, we 00:09:38
collected 377,000 on interest. 00:09:44

Once we receive the money, we put the that back into the general fund. One we borrowed it almost $1.2 million. This at the end of 00:10:18

And again, once we receive the money from the grants, we will put that money back in the general fund. 00:10:29

I relate that information to DFA. They then informed me that. 00:22:34

Would be divided up amongst the four counties that were indicated in the original. 00:22:42

And two days after we made that decision, we were in contact with Valencia Shelter Services and. 00:22:53
They were in fact some of the driving force behind this. 00:23:00
Legislation requests for funding. So with that said, I have. 00:23:04

Just to identify for you all on how this anticipated funding is going to be utilized? 00:23:14

I wanted to give a bite size. 00:23:31
A little bit about what we do and I will let the team members here with me talk a little bit more in depth. 00:23:34

The junior bill appropriation we were successful in getting this year. 00:23:41
Was moved into the four counties. The whole request for was for 100,000 for our sane unit that provides. 00:23:47
Sexual assault Nurse examination for victims of sexual assault. 00:23:55
Child abuse and domestic violence. 00:24:00
I'm here today to ask that that appropriation be provided to Valencia Shelter Services who has been in action with victim Services 00:24:03
since 1989 for over 30 years. 00:24:08
The team can give you more in depth of what it is that we provide and I can stand for any questions after that. 00:24:15

Hi, my name is Sandy Martinez and I'm the Director of Forensic Services for Valencia Shelter Services. 00:24:25
So I oversee the same program and the Child Advocacy Center forensic interview program. 00:24:30
We work well with all of our community partners, Law enforcement CYFD. 00:24:36
Medical professionals. Mental health professionals. The DA's office. 00:24:41
Umm. 00:24:45
And some advocates in this county we serve Valencia, Socorro, Torrance and Catron County. 00:24:47
So we our newest service is our SANE unit, So SANE stands for Sexual Assault Nurse Examiners. 00:24:55
And we partner with Albuquerque Saying Collaborative. This is Yolanda Audubon. She's our sane nurse from Albuquerque San 00:25:02
Collaborative that comes down and she's our main VS nurse right now. 00:25:07
As a VSTS advocates, we provide the advocacy services during those same exams. 00:25:14
And so. 00:25:22
We serve all of those rural counties which we saw the need to have something closer. 00:25:24
To home for our survivors to be able to make it to a sane exam if they need one. Traveling and transportation was the main issue. 00:25:30
Um, so that's why we saw that need and we worked with them to open it up. We have a couple of years to make it our own sane unit. 00:25:39
So it's kind of a transition from a satellite or Albuquerque saying to BS saying. 00:25:48
So we'll be hiring our own medical directors and nurses and things in a few years. 00:25:54
So we provide. 00:25:59
Exams for sexual assault, so acute exam, so if anybody has been sexually assaulted. 00:26:02
Recently within five days for an adult, three days for a child. 00:26:08
We can do a sexual assault evidence kit, DNA evidence, and we released that evidence to law enforcement. 00:26:12
Who then takes it to be tested for DNA? 00:26:21
We also provide exams for domestic violence injuries. 00:26:24
So if they have any injuries on their body, our nurse can. 00:26:29
Examine them and take photos and they also testify in court. 00:26:33
On behalf of our victims. 00:26:38

I know it mentions child advocacy, so we do provide a forensic interviews. 00:26:43
For children in child abuse investigations. So we work well with law enforcement, CFD and we interviewed the kids and they. 00:26:49
Observe in a different room. 00:26:56
To provide a safe and child friendly environment for children. 00:26:58

And our advocates work with families during all of those services and they offer all of the services we have. 00:27:03
And they also give them resources. We can provide hotel rooms with funds. We can provide phones if they need a phone. 00:27:09
We can provide clothes, hygiene items. 00:27:17
All sorts of things. We also help our victims complete CVRC application so they can access funds through whatever their 00:27:20
victimization is through that. 00:27:25

In addition to we do Pediatrics to elderly as she had mentioned, but one thing we also do provide is we provide medications for 00:27:32
any sexually transmitted diseases. We give it prophylactics so that hopefully they don't come up with anything. We also provide 00:27:40
emergency on pregnancy prevention. So aside from all of our exams that we do, we do provide that medical care as well. 00:27:48
Mr. Chair, Commissioners, thank you for letting us speak today. I did want to add a couple of points. 00:28:02
Prior to Valencia Shelter Services taking this initiative, survivors in our community would have to travel up to two hours to seek 00:28:08
this medical service. 00:28:13
That is an immense amount of time for individuals who have been traumatized as well as lack of resources. 00:28:19
Some of the families that would go to these same medical units would have to decide between groceries or gas that. 00:28:26
Week in order to seek service. 00:28:33
The other item is that we believe that when we can support survivors in this way. 00:28:35
That when we can see them through the criminal justice system. 00:28:41
That they will be better for it and can we can hold offenders accountable in our community perpetrators. 00:28:45
That can create a safety net for us in this community. 00:28:52
And so that was the initiative as to why we brought this same unit to our offices. 00:28:56
We were unfunded for a full year before we even start funding. 00:29:02
We will prior fiscal year received another junior bill funding through the Crime Victims Reparation Commission. 00:29:07
But it was unfortunately a one time fund. 00:29:14

emergencies. And the same with the County Road fund, we're required to reserve 112th of the total expenses. 00:09:24
And that's what that figure is for $427,000. 00:09:32

General fund interest on investments. Just to bring to your attention the investments that we do have in the general fund, we 00:09:38

Once we receive the money, we put the that back into the general fund. One we borrowed it almost $1.2 million. This at the end of 00:10:18

And again, once we receive the money from the grants, we will put that money back in the general fund. 00:10:29

Was moved into the four counties. The whole request for was for 100,000 for our sane unit that provides. 00:23:47
Sexual assault Nurse examination for victims of sexual assault. 00:23:55

I'm here today to ask that that appropriation be provided to Valencia Shelter Services who has been in action with victim Services 00:24:03
since 1989 for over 30 years. 00:24:08
The team can give you more in depth of what it is that we provide and I can stand for any questions after that. 00:24:15

Hi, my name is Sandy Martinez and I'm the Director of Forensic Services for Valencia Shelter Services. 00:24:25
So I oversee the same program and the Child Advocacy Center forensic interview program. 00:24:30
We work well with all of our community partners, Law enforcement CYFD. 00:24:36
Medical professionals. Mental health professionals. The DA's office. 00:24:41
Umm. 00:24:45
And some advocates in this county we serve Valencia, Socorro, Torrance and Catron County. 00:24:47
So we our newest service is our SANE unit, So SANE stands for Sexual Assault Nurse Examiners. 00:24:55
And we partner with Albuquerque Saying Collaborative. This is Yolanda Audubon. She's our sane nurse from Albuquerque San 00:25:02
Collaborative that comes down and she's our main VS nurse right now. 00:25:07
As a VSTS advocates, we provide the advocacy services during those same exams. 00:25:14
And so. 00:25:22
We serve all of those rural counties which we saw the need to have something closer. 00:25:24
To home for our survivors to be able to make it to a sane exam if they need one. Traveling and transportation was the main issue. 00:25:30
Um, so that's why we saw that need and we worked with them to open it up. We have a couple of years to make it our own sane unit. 00:25:39
So it's kind of a transition from a satellite or Albuquerque saying to BS saying. 00:25:48
So we'll be hiring our own medical directors and nurses and things in a few years. 00:25:54
So we provide. 00:25:59
Exams for sexual assault, so acute exam, so if anybody has been sexually assaulted. 00:26:02
Recently within five days for an adult, three days for a child. 00:26:08
We can do a sexual assault evidence kit, DNA evidence, and we released that evidence to law enforcement. 00:26:12
Who then takes it to be tested for DNA? 00:26:21
We also provide exams for domestic violence injuries. 00:26:24
So if they have any injuries on their body, our nurse can. 00:26:29
Examine them and take photos and they also testify in court. 00:26:33
On behalf of our victims. 00:26:38

I know it mentions child advocacy, so we do provide a forensic interviews. 00:26:43
For children in child abuse investigations. So we work well with law enforcement, CFD and we interviewed the kids and they. 00:26:49
Observe in a different room. 00:26:56
To provide a safe and child friendly environment for children. 00:26:58

And our advocates work with families during all of those services and they offer all of the services we have. 00:27:03
And they also give them resources. We can provide hotel rooms with funds. We can provide phones if they need a phone. 00:27:09
We can provide clothes, hygiene items. 00:27:17
All sorts of things. We also help our victims complete CVRC application so they can access funds through whatever their 00:27:20
victimization is through that. 00:27:25

In addition to we do Pediatrics to elderly as she had mentioned, but one thing we also do provide is we provide medications for 00:27:32
any sexually transmitted diseases. We give it prophylactics so that hopefully they don't come up with anything. We also provide 00:27:40
emergency on pregnancy prevention. So aside from all of our exams that we do, we do provide that medical care as well. 00:27:48
Mr. Chair, Commissioners, thank you for letting us speak today. I did want to add a couple of points. 00:28:02
Prior to Valencia Shelter Services taking this initiative, survivors in our community would have to travel up to two hours to seek 00:28:08
this medical service. 00:28:13
That is an immense amount of time for individuals who have been traumatized as well as lack of resources. 00:28:19
Some of the families that would go to these same medical units would have to decide between groceries or gas that. 00:28:26
Week in order to seek service. 00:28:33
The other item is that we believe that when we can support survivors in this way. 00:28:35
That when we can see them through the criminal justice system. 00:28:41
That they will be better for it and can we can hold offenders accountable in our community perpetrators. 00:28:45
That can create a safety net for us in this community. 00:28:52
And so that was the initiative as to why we brought this same unit to our offices. 00:28:56
We were unfunded for a full year before we even start funding. 00:29:02
We will prior fiscal year received another junior bill funding through the Crime Victims Reparation Commission. 00:29:07
But it was unfortunately a one time fund. 00:29:14
And the funding that we are asking for in the 25,000 in part of the whole will allow us to provide an advocate that supports a 00:29:17
survivor through the whole exam. 00:29:23
And will follow up in court hearings so that they never have to go and walk through this alone. 00:29:29
The additionally that funding will provide the. 00:29:35
Basic needs. 00:29:39
Items that survivors need. 00:29:40
I'd be that food would be that. 00:29:43
Clothing, any of the basic amenities. 00:29:44
And we can also provide. 00:29:47
Emergency shelter to those who have no place to go. 00:29:50
So this funding really does impact our community greatly. 00:29:54
